About this opportunity

The Defense Health Agency's Southeastern Healthcare Operations Contracting Division issued Request for Quotation (RFQ) HT940626QE006 to procure weekly dry ice supply services for the 20th Medical Group at Shaw Air Force Base. The solicitation seeks a contractor to deliver 300 pounds of dry ice pellets every Monday morning between 7:30 a.m. and 10:30 a.m. EST in insulated containers with proper venting mechanisms, with capability to handle emergency or special-event deliveries as coordinated with the Contracting Officer Representative. The contractor must ensure dry ice purity and maintain temperatures at or below -78.5°C (-109.3°F) at delivery, comply with all hazardous materials transportation and OSHA regulations, and coordinate base access documentation immediately after award notification. The government will evaluate offers on a lowest-price technically acceptable basis and intends to award without discussions, expecting offerors to submit their best and final prices in their initial quotations. The original proposal deadline was February 13, 2026, with questions requiring submission at least three days prior to the due date; however, this solicitation was subsequently cancelled on an unspecified date as the government determined its requirements could be more efficiently satisfied through the DLA Electronic Catalog (ECAT) contract vehicle.

This procurement is designated as a Total Small Business Set-Aside under NAICS code 325120 (Industrial Gas Manufacturing) with a size standard of 1,200 employees. The contract structure consists of one base year and four optional one-year renewal periods from June 20, 2026 through June 19, 2031, with a potential six-month extension through December 19, 2031, for a total contract duration of up to 60 months. Following a solicitation amendment issued February 12, 2026, base-year and option-year quantities for contract line items 0001 through 4001 were increased to 16,200 pounds annually, while line item 5001 for the potential extension period was set at 8,100 pounds, with an additional 600 pounds annually to account for unexpected demand surges. The delivery location is Building 1042 Medical Logistics Supply Dock at Shaw Air Force Base, South Carolina 29152. The Contracting Officer is Lenore Y. Paseda (lenore.y.paseda.civ@health.mil, 301-619-6159), and the Contract Specialist is Yuleiny Garcia Contreras (yuleiny.garciacontreras.civ@health.mil).
