About this file
This is a Questions and Answers document for RFQ Solicitation HT940626QE006 that addresses six key clarification topics regarding dry ice supply delivery to Shaw Air Force Base.
The document clarifies critical operational and pricing requirements for the weekly dry ice delivery contract. Regarding pricing, contractors may determine how to account for emergency or special-event deliveries (with expected 4% annual demand surges of 600 pounds) and must provide detailed pricing breakdowns for evaluation. For packaging, contractors may use either reusable or disposable insulated containers equipped with venting mechanisms, with full responsibility for safe transport and regulatory compliance for hazardous materials. On scheduling, federal holiday Mondays result in service resumption on the next business day with normal Monday delivery resuming thereafter; any unscheduled weekend or holiday deliveries will be returned at contractor expense with no government liability. Quality acceptance requires contractors to ensure dry ice purity and maintain temperatures at or below -78.5°C (-109.3°F) at delivery, as sublimation occurs above this threshold. Finally, the winning contractor must coordinate base access documentation with the Contracting Officer immediately after award notification, with the government aiming to complete the award before the June 20, 2026 period of performance start date to allow adequate processing time.

Quote Instructions and Standard Form (SF) 1449, Block 8 of Page l.
Can you please confirm the official quote submission deadline and time (EST)?
Please see Standard Form (SF) 1449, Block 8 of Page l.

SOW-Bullet Point 3.2; Addendum 52.212-2
Are emergency or special-event deliveries expected to be priced separately, or should those costs be incorporated into the base weekly pricing?
As stated in the SOW, “to account for unexpected surges in demand, the quantity is adjusted by about 4% (600 pounds per year)”. How it is priced is up to each interested contractor. Contractors must provide, with their quote, a breakdown explaining their pricing for evaluation.

SOW-Bullet Point 3.1
Are reusable insulated containers acceptable, or must packaging be disposable for each delivery?
The dry ice will be placed in the customer’s own insulated containers at delivery. It is the contractor’s responsibility to transport the dry ice for delivery in insulated containers equipped with venting mechanisms to ensure the safe release of gas and prevent hazardous pressure accumulation. Whether the contractor’s containers are reusable or disposable is the contractor’s decision. The contractor shall adhere to regulatory guidelines for hazardous
materials, including proper marking, labeling, handling, training, and transportation of dry ice.

SOW-Bullet Point 4.
For federal holidays that fall on a Monday, should pricing assume no delivery that week, with service resuming the following business day?
As stated in the SOW, “for federal holiday that falls on a Monday or facility closures on a Monday, services are to resume the first workday following the holiday. The services will return to normal
Monday delivery thereafter. All goods or services attempted to be delivered on a Saturday, Sunday or Holiday without specific instructions from the Contracting Officer or his duly appointed representative will be returned to the contractor at the contractor's expense with no cost or liability to the U.S. Government.”

SOW-Bullet Point 5
Is acceptance based solely on weight and condition upon delivery, or are temperature verification thresholds required?
As stated in the SOW, “the contractor shall ensure the purity and temperature of the dry ice being provided.”
Dry ice is the solid form of carbon dioxide. At temperatures at or above -78.5°C (-109.3°F), it undergoes a process called sublimation, where it turns directly from a solid into a gas. Therefore, the contractor is responsible for the delivery of the requested amount of dry ice and by definition, the dry ice must be at or below -78.5°C (-109.3°F) temperature.

SOW-Bullet Point 7
Is there a preferred lead time for submitting base access documentation for delivery drivers?
The winning contractor must start coordinating base access with the COR right after the award has been released. We aim to award the contract before the POP start date to allow time for the base access process.
