This procurement is set aside for women-owned small businesses (WOSB), specifically economically disadvantaged women-owned small businesses (EDWOSB), at 100 percent.
Place of performance is Pearl Harbor, Hawaii, within the Controlled Industrial Area at PHNSY & IMF. The period of performance runs September 29, 2026 through September 28, 2027. The total contract value is 22 million dollars across three firm fixed-price CLINs.
Distinctive requirements include contractor qualifications as a licensed Hawaii contractor with documented experience dismantling similar-sized structures and qualified equipment operators. The contractor must provide all labor, supervision, tools, design, transportation, and machinery for removal and dismantle. Dismantled parts must be palletized or placed on dunnage not exceeding 8 feet width by 40 feet length by 8 feet height and 20,000 pounds per unit, staged in a government-designated laydown area within one mile of PHNSY. Work is restricted to normal operating hours (0630–1500 hours, Monday–Friday, excluding federal holidays).
Key deliverables include a Project Manager, preliminary Dismantle Plan, Environmental Protection Plan, Plan of Action (due within ten business days of award), NAVFAC HI QA/Safety Contractor & Rigging Crane Entry Package, Safety and Fall Protection Plans, and Quality Control Plan. All hot work must comply with NFPA 51B. Security requirements mandate U.S. citizenship, background checks, DBIDS registration, and unescorted (green badge) access to PHNSY & IMF. Contractors must hold CMMC Level 1 (Self-Assessment) certification and possess valid Federal Contract Information handling UIDs.
Mandatory site visit is August 25, 2026, at 9:00 AM; attendee names and email addresses are due by August 24, 2026, at 0700 HST. Amendment 0003, effective September 3, updated the Performance Work Statement and added site photographs.
