About this file

This is a Responses to Questions document for solicitation N32253-26-Q-0069 issued by PHNSY & IMF (Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility) regarding dry dock elevator dismantle services. The document addresses 30 frequently asked questions from potential contractors regarding project scope, logistics, and requirements.

The contract involves dismantling elevators from dry docks 1, 2, and 3 located in the CIA (Confined Industrial Area) at PHNSY. The Period of Performance is one year (09/29/26-09/28/27) to ensure sufficient time for completion. Disassembled materials must be packaged to maximum dimensions of 8 feet wide by 40 feet long by 8 feet high, not exceeding 20,000 pounds per package. The Government will not supply pallets, dunnage, or containers; the Keeper of the Records (KTR) contractor is responsible for securing materials to pallets and providing all packaging solutions. Dismantled pieces will be relocated to a laydown area outside the CIA located less than 1 mile from the work site; PHNSY will attempt to secure temporary laydown areas near each elevator but cannot currently provide specific acreage. Elevator manuals will be provided only after contract award. The Government will clear the area of keel blocks, wires, and cables as feasible before work begins. There is no concrete repair work required after foundation demolition. Work hour restrictions and disposal requirements are specified in PWS sections 11.0 and 3.14, respectively. Questions regarding mandatory Industrial Hygienist and Environmental Manager positions are directed to Appendix II. The Government will not conduct pre-work hazardous materials testing and cannot recommend qualified professionals in Hawaii for these positions.

RESPONSES TO QUESTIONS (8/28/2026)

1. Question: 09/29/26-09/28/27 for completion, is this correct? Why is this so long? The ones I looked at before on JBPHH/PHNSY were no more than a couple of weeks at best?

Answer: Yes, the Period of Performance (PoP) is correct. The one-year PoP is established to ensure sufficient time to complete all required work.

2. Question: Will you provide a sign-in sheet, to see who attended?

Answer: The sign-in sheet will not be disclosed.

3. Question: Are there available pictures?

Answer: Yes, for DD 1 and 2.

4. Question: Which dry dock? In the CIA area?

Answer: dry docks 1, 2, and 3. Yes, in the CIA area.

5. Question: In order to provide accurate disassembly and lift plans, the Elevator manuals would provide invaluable information. Can the government provide the manuals pre bid?

Answer: Manuals will be provided after contract has been awarded.

6. Question: The PWS states that the disassembled materials must not exceed: 8’ wide x 40’ long, what is the height requirement?

Answer: Height must not exceed 8 feet.

7. Question: The cars appear to be larger than the 8’ minimum requirement for packaging. Can the cars alone be packaged for disposal in 1 piece or do they need to be cut down?

Answer: Max dimensions to package elevator pieces are 8’ wide x 40’ long x 8’ height and not exceed weight of 20,000 pounds.

8. Question: The cars are larger than the disposal dimensions and will need to be completely taken apart (Motors, gear boxes ETC.) to facilitate cutting car into proper size pieces, will government supply smaller containers for loose parts?

Answer: No, Government will not supply smaller containers. See section 6.0.

9. Question: Will the Government supply the pallets/dunnage? Does the KTR need to tie-down/secure the materials to the pallets?

Answer: Government will not supply pallets or dunnage. KTR is responsible to secure materials to pallets. See section 6.0.

10. Question: Will the laydown area be located immediately next to each elevator or will travel in or out of the shipyard be required with all dismantled pieces?

Answer: Dismantled pieces will be relocated to an area outside of the CIA located less than 1 mile from work area. PHNSY will try to secure a temporary laydown area near each elevator.

11. Question: What is the maximum distance the laydown area(s) will be from each elevator?

Answer: Maximum distance is 1 mile.

12. Question: How much lay down space will be given per elevator or please provide size of overall laydown area?

Answer: We are unable to provide size of the laydown area currently.

13. Question: Can larger sections be removed at elevator site, then cut into pieces matching salvage sections dimensions before being moved to lay down area?

Answer: Possible pending laydown area size and POA inclusive of environmental and safety compliance.

14. Question: Are there any components the government wants to save?

Answer: No.

15. Question: After demo of foundation, does the concrete get repaired flush with DD floor? If so, what are the technical requirements to do so (Concrete mix or is grout patch acceptable)?

Answer: After contract is awarded, timeline of work will be coordinated between PHNSY and KTR.

21. Question: Is KTR required to provide new railing at top of DD’s once elevator is removed

Answer: KTR is not required to provide new railing. However, coordination with PHNSY is required to ensure the area is not a fall hazard once elevator is removed.

22. Question: Hoisting operations will block Shipyard crane from passing. Can lift schedules be provided so that coordination can be done to minimize set up and tear down?

Answer: PHNSY will coordinate with KTR to minimize set up and tear down.

23. Question: Hoisting operations will inhibit safety/emergency services, can alternate routes for said services be approved?

Answer: PHNSY will coordinate notification to impacted stakeholders and submit for necessary approvals before working in the area.

24. Question: Can elevator cars be lowered to bottom of towers prior to work starting?

Answer: No. Elevators have been inoperable for many years.
