About this opportunity
The Department of the Navy Military Sealift Command is seeking a U.S. flag Roll-On/Roll-Off (RO-RO) vessel charter service for dry cargo transportation. The vessel must be capable of carrying a minimum of 30 TEUs and 19,000 square feet of general cargo including wheeled vehicles and breakbulk cargo, and must be fully bunkered and equipped with appropriate lashing gear, dunnage, and container fittings. Offerors will be evaluated using a lowest-price technically acceptable approach, with consideration given to the Voluntary Intermodal Sealift Agreement (VISA) preference scale, and proposals must include detailed vessel specifications, a stow plan with trim and stability values, and a Certificate of Documentation. The evaluation criteria under FAR Part 12 commercial products and services terms will assess technical acceptability and price competitiveness. Questions must be submitted at least two working days prior to proposal closure, with the proposal deadline set for Thursday, February 12, 2026, at 10:00 AM Eastern Time.
This acquisition has no set-aside designation and is unrestricted, falling under NAICS Code 483111 (Deep Sea Freight Transportation). The contract is a one firm-fixed-price award structure with cargo loading scheduled at Tacoma, Washington on April 27, 2026, and discharge at three separate locations: White Beach, Okinawa, Japan (latest arrival date May 19, 2026), Apra Harbor, Guam (May 26, 2026), and White Beach, Okinawa, Japan again (June 1, 2026), with total laytime of 3 days for the entire mission under SSHEX terms. The vessel must comply with layday requirements commencing or cancelling April 26, 2026, and pricing must include a lump-sum freight rate plus demurrage and detention rates as applicable. Large business offerors must submit a Small Business Subcontracting Plan, and the Service Contract Act wage determination document applies to all on-vessel personnel, establishing mandatory hourly rates for licensed officers and crew members. The place of performance is Washington, USA, with payment processing through ERP DFAS-CL and invoice submission required via the Wide Area Work Flow (WAWF) system.
