Laytime is SSHEX with 3 days total for the entire mission, with laydays commencing/cancelling 26 April 2026. Offerors must provide a detailed stow plan with vessel trim and stability values, the vessel's Certificate of Documentation with endorsements, an itinerary confirming compliance with layday requirements, and a warranty acknowledging all solicitation and proforma requirements. Valid submissions require at minimum a ship name, price, and signature. Payment will be made via ERP DFAS-CL, and invoices must be submitted through the Wide Area Work Flow (WAWF) system. This procurement is a FAR Part 12 acquisition being conducted under FAR 12.201-1 Simplified procedures. Per FAR 52.216-1, the Government contemplates award one firm-fixed-price contract resulting from this solicitation.
MSC Strategic Sealift Program Support Office, N103A, requests proposals for vessel(s) capable of meeting the transportation requirements described below. The paragraph numbers below apply to the box layout of references (a) and (b), which are incorporated herein by reference (available on the MSC web site at https://www.msc.usff.navy.mil, under “Business Opportunities”, select “Contracts”, then “Proforma”, or upon request), and shall be the charter form of any contract resulting from this solicitation. By submission of a proposal, the owner/offeror confirms agreement with all terms and conditions of this solicitation and the charter form, unless otherwise identified therein.
NOTES:
1. IN ACCORDANCE WITH MSC DRYVOY PROFORMA, PART X (11) A VALID SUBMISSION
CONSISTS OF AT LEAST A SHIP NAME, A PRICE, AND A SIGNATURE; WITHOUT THESE AT A
MINIMUM, YOUR SUBMISSION WILL NOT BE CONSIDERED FOR EVALUATION AND AWARD.

4. OFFERORS ARE REMINDED THAT EXPIRED OFFERS WILL BE EXCLUDED FROM THE
COMPETITION UPON EXPIRATION AND WILL NOT BE AVAILABLE FOR SUBSEQUENT

A. Certificates: Provide most recent and complete copy (with all endorsements) of the vessel Certificate of Documentation. Upon award, provide most recent and complete copy (with endorsements) of the vessel Certificate of Inspection (COI).
B. Stow Plan: Provide detailed stow plan, including vessel trim and stability values resulting from the proposed stow plan, using the provided packing list showing the vessel’s ability to support the requirement. Stow plan may be cross-checked in ICODES for feasibility - to include square footage, weight, trim, and stability and segregation.
C. Lashing Gear: Vessel must be fully outfitted with container ISO deck socket fittings, semi-automatic twist locks, stackers, rods, turnbuckles, lashing gear, dunnage, and shifting boards in sufficient quantity to safely stow and secure cargo.
D. Fully Bunkered: Vessels shall be fully bunkered for the intended voyage.
E. Communications: Automatic Identification System transceiver turned on the entire mission.
F. Cargo requirement: Carrier to disconnect vehicle battery cables at Load Ports and reconnect vehicle battery cables prior to off-load at Discharge Port.
