About this opportunity
The USGS Eastern Ecological Science Center seeks dredging of Settling Pond 3 and removal of sediment from a chlorine contact tank, with proposals due September 8 at 10:00 a.m. Mountain Time. This is a 100% Small Business Set Aside acquisition; the incumbent contractor is not named.
Place of performance is Jefferson County, West Virginia. The dredging work includes removal of approximately 6,400 tons of sediment from Pond 3 (approximately 75 feet wide by 375 feet long, originally 3 to 5 feet deep) to restore original depth, and removal of leaf debris and sediment from an approximately 18-foot by 18-foot by 6-foot chlorine contact tank. The sediment has been tested and determined safe for land application; the facility will designate an onsite disposal location. Hydraulic dredging with supernatant discharge back into the pond is not permitted without prior state Department of Environmental Protection approval; mechanical excavation with temporary isolation of the active influent stream is permissible. Construction is limited to 7:00 a.m. to 4:00 p.m., Monday through Friday, and requires Facility Manager approval of the schedule prior to commencement.
Period of performance is 60 days after issuance of Notice to Proceed, beginning no later than 14 days after contract award (anticipated September 11). Award will be firm fixed price with lump-sum pricing submitted with material, labor, overhead, profit, and bond cost breakdowns. Performance and payment bonds are required within 14 days of award. Prevailing wage rates apply per Department of Labor Wage Determination WV20260037 (dated May 18, 2026). Contractors must hold active SAM.gov registration at closing and attend a mandatory site visit on August 28 at 10:00 a.m. Eastern Time. Evaluation criteria are experience on similar projects within five years, technical approach addressing project requirements and risk mitigation, and past performance. The NAICS code is 237990, Other Heavy and Civil Engineering Construction.
