About this file

This is a Question and Answer document (Amendment 2) for a federal dredging solicitation issued by the USGS Eastern Ecological Science Center. The document addresses three contractor inquiries regarding operational procedures and site conditions for the dredging project at Settling Pond 3 in Jefferson County, West Virginia.

The Q&A clarifications address: (1) confirmation that contractors may temporarily isolate and bypass the active influent stream to Pond 3 to perform dry/mechanical excavation, as the water is already diverted to another pond with only natural rainfall infiltration; (2) specification that Pond 3 has an earthen bottom that will visually differ from the sediment layer; and (3) notification that hydraulic dredging with supernatant water discharge back into the pond or adjacent drainage structures is not necessary based on sediment conditions, and any such method would require prior Department of Environmental Protection (DEP) approval. These answers provide contractors with essential operational and environmental compliance guidance for preparing their quotes in response to RFQ 140G0126Q0241, which closes September 8, 2026, at 10:00 a.m. mountain time, with an anticipated award date of September 11, 2026. This is a 100% Small Business Set Aside acquisition with a NAICS code of 237990.

140G0126Q0241 Amendment 2 Q&A

Question #1: Is the contractor permitted to temporarily isolate and bypass the active influent stream coming into Settling Pond 3 in order to perform dry/mechanical excavation using a skid steer or low-ground-pressure equipment, or must the pond remain online and full during operations?

Answer: The water that is directed to pond 3 is already diverted to another pond, The only infiltration of any other water is by natural causes like rain.

Question #2: Can you confirm whether Settling Pond 3 has a concrete/cement bottom, a synthetic/HDPE liner, or a compacted clay/earthen bottom?

Answer: Pond 3 has a earthen bottom that will be noticeably different than the sediment.

Question #3: If hydraulic dredging is utilized, is supernatant water from the geotextile dewatering bags permitted to discharge directly back into Settling Pond 3 or an adjacent drainage structure without additional mechanical filtration?

Answer: This method does not appear necessary based on the sediment condition. Any use of this method would require prior approval from DEP
