About this opportunity
The Federal Highway Administration Office of Safety is seeking technical expertise and support services through this draft Indefinite Delivery/Indefinite Quantity (IDIQ) contract solicitation. The FHWA requires comprehensive support across technical assistance, professional capacity building, training, audience outreach, and administrative program support related to highway safety initiatives. Contractors must provide qualified personnel across multiple labor categories including Program Managers, Engineers, Data Analysts, Writers/Editors, and Technical Specialists, each with specific educational and experience requirements. The government will evaluate proposals using six factors: Experience, Technical Approach, Management and Staffing Approach, Past Performance, Small Business Subcontracting, and Price. Phase 1 submissions focusing on Experience are due by 10:00 AM ET on November 19, 2025, with the final award anticipated by February 11, 2026. Prospective offerors with questions should contact Carolyn Lethert and Monique Snow-Manning at the Department of Transportation.
This is a non-set-aside procurement with no current incumbent identified in the solicitation materials. The government anticipates awarding 4–6 contracts with a total ceiling of $48 million and a minimum order value of $50,000, with up to two contracts reserved for small businesses. The contract will have a five-year base performance period with potential task order extensions up to three years beyond the base contract expiration. Labor category ceiling rates are provided for eight contract years across various professional positions to guide pricing submissions. The work will be performed in Washington, DC 20590, with support required across 29 identified safety program areas including Complete Streets, connected and automated vehicle technologies, highway safety improvement programs, and roadway departure safety.
