About this file

Attachment J.1 is a labor category descriptions document for a federal contract that establishes specific qualification requirements for various professional roles. The document outlines detailed requirements for 9 primary labor categories with multiple sub-categories, including Program Manager, Principal Investigator, Meeting Facilitator/Coordinator, Clerical, Technology Transfer Specialist, Data Analyst, Writer/Editor, Engineer, and Technical Specialist. Each role has precise educational and experience requirements, such as the Program Manager needing 15 years of contract management experience and a professional engineer's license or road safety professional certification, and the Engineers having graduated levels ranging from Junior to Subject Matter Expert with corresponding experience and educational credentials.

The document provides flexibility for offerors to propose additional labor categories beyond those initially specified, with the requirement that new categories must be added to both this attachment and Attachment J.2 with proposed rates. The labor categories are structured to ensure high-quality personnel across technical, administrative, and specialized roles, with an emphasis on transportation, highway safety, and related technical fields. Sub-categories within roles like Engineer and Technical Specialist allow for granular matching of personnel qualifications to specific task requirements, ranging from entry-level positions with 2-3 years of experience to senior-level experts with 15-20 years of demonstrated professional accomplishments.
