About this opportunity

The National Geospatial-Intelligence Agency (NGA) is issuing a Draft Request for Proposal (DRFP) for the GEOINT Tradecraft Learning Support Services (GTLSS) contract to provide subject matter expert instructors and educational support for the National Geospatial-Intelligence College (NGC). The contract requires contractors to deliver geospatial-intelligence tradecraft instruction across five primary content areas: Core GEOINT, Data Science, Foundations and Collections, Geospatial Analysis, and Imagery Analysis and Sensors. Key requirements include providing certified instructors with specific educational backgrounds and professional experience who can teach courses ranging from introductory (1000-level) to advanced (4000-level), maintain courseware, and support the development of new learning solutions. The contract mandates that instructors work primarily on-site at NGA facilities in Washington, DC and St. Louis, MO, with additional travel to Extended Learning Sites and Mobile Training Team locations. Proposals will be evaluated on technical/management approach, past performance, small business participation, security factors, and price, with non-price factors being more important than price. Comments on this DRFP are limited to five pages and must be submitted by July 16, 2025 at 3:00 pm EST to the designated government email addresses.

This procurement does not include any set-aside designations, though it establishes a small business participation goal of 25%. The contract structure includes a labor-hour and cost-type arrangement covering a base period and four option years from June 30, 2026 to June 29, 2031, totaling five years of potential performance. The solicitation includes not-to-exceed amounts of $1,000,000 for Additional Support and $800,000 for Travel/Other Direct Costs, with fixed labor category rates to be established. Contractors must demonstrate facility and personnel security clearances, cybersecurity hygiene capabilities, and the ability to provide two qualified instructors for every NGC course. No current incumbent contractors are identified in the documentation, and the final solicitation will be posted on the classified IC-ARC system rather than through standard public channels. Interested parties must have appropriate security clearances and access to classified networks to participate in the eventual formal solicitation process.
