About this opportunity
NASA Kennedy Space Center is seeking a comprehensive agency-wide supply contract for liquid and gaseous helium to support critical operations across 13 NASA facilities, including research centers, space centers, and balloon launch facilities in California, Texas, New Mexico, Oregon, and other states. The draft Request for Proposal (RFP) 80KSC024R0010 aims to establish multiple fixed-price requirements contracts and an indefinite delivery/indefinite quantity (IDIQ) contract for helium distribution. A virtual pre-solicitation conference is scheduled for December 6, 2024, at 11:00 a.m. Eastern Time, with registration required by December 5, 2024. Industry comments and questions about the draft RFP must be submitted electronically to KSC-Helium-Info@mail.nasa.gov by December 12, 2024, at 4:30 p.m. Eastern time. The final RFP is expected to be released around December 20, 2024, with proposals due approximately 45 days after that release.
The procurement is not set aside for any specific small business category and is classified under NAICS code 325120 (Industrial Gas Manufacturing) with a size standard of 1,200 employees. The contract will have a five-year total performance period, including a base period from October 1, 2025, to September 30, 2027, with three potential one-year option periods extending through September 30, 2030. Helium delivery requirements vary by location, ranging from 40,000 to 1.28 million standard cubic feet per month for gaseous helium and 100 to 4,000 liters per month for liquid helium. NASA plans to provide some government-furnished property, including compressed helium tube semitrailers and liquid helium dewars at various facilities. The anticipated contract award is expected by August 1, 2025, with performance beginning October 1, 2025, supporting critical NASA programs including Space Launch System testing, balloon launches, and other aerospace operations.
