About this opportunity
The Department of the Air Force Air Mobility Command seeks Engineer-Furnish-Install-and-Test services for the RAWS ATCALS Fiber Optic & Radio System Replacement at Joint Base Lewis-McChord, Washington, with quotations due August 27 at 4:00 PM CST. This is a 100% small business set-aside, restricting competition to entities meeting SBA size standards for NAICS 541519 (Other Computer Related Services, $34 million threshold).
Place of performance is Joint Base Lewis-McChord, Washington. The procurement requires integration of brand-name TC Communications JumboSwitch equipment to maintain compatibility with existing infrastructure and connect critical facilities including the Air Traffic Control Tower, Instrument Landing System, GATR, Base Operations, and Weather Stations. The work encompasses outside plant fiber optic cable installation across multiple buildings, inside plant interconnect cabling, radio system channel bank replacements using TC Communications equipment in six buildings, minor trenching for cable routing, and integration of legacy analog serial interfaces into two self-healing IP/Ethernet fiber rings supporting RAPCON and ATCALS operations.
The firm-fixed-price contract requires 120-day completion of installation beginning immediately after award. Offerors must submit five volumes: Administrative/Cover Letter, Technical Proposal (maximum 10 pages addressing technical plan and personnel qualifications), Past Performance Information (two examples from the past five years involving relevant EFI&T telecommunications infrastructure work), Price Proposal broken by four CLINs (Equipment & Hardware, Labor, Shipping/Freight, and Contract Data Requirements List), and Solicitation Provisions and Contract Clauses.
Evaluation uses best-value source selection with Past Performance weighted significantly more than Technical and Price combined. All personnel must complete AT Level I training, OPSEC Level I training, iWatch training, and E-Verify screening prior to work commencement. The contractor must provide one-year warranty on all equipment, software, cable, terminations, and work performed, plus operational hands-on training for five government personnel on TC Communications equipment. Service Contract Act prevailing wage rates apply. Questions are due August 12 at 4:00 PM CST. An optional site visit occurred August 5; supplemental clarifications addressing scope, material specifications, and installation requirements are available in the Site Visit Q&A document.
