About this file

This is a Site Visit Questions and Answers document for the RAWS ATCALS Fiber Optic & Radio System Replacement solicitation (FA440726QRAWS) at Joint Base Lewis-McChord (JBLM). The document contains three sets of clarifications addressing contractor inquiries raised during site visits regarding the scope of work, material specifications, installation requirements, and equipment locations.

Key clarifications include: trenching is out of scope; damaged conduits discovered during installation are not the contractor's responsibility to repair, though the contractor must notify the Contracting Officer Representative (COR); the fiber cable from HH-121B3 to HH-121B15 must be upgraded from 96-strand to 144-strand due to splice schedule requirements; all new fiber optic cables must be terminated with LC connectors; contractors are responsible for performing site surveys to verify measurements and identify all required equipment, innerduct, splice cases, and cabling; material sales tax should not be included in pricing; and fabric mesh innerduct (3-cell, 3-inch) must be provided and installed only where the distance spreadsheet indicates "Needs Maxcell." The document also specifies equipment placement locations across multiple buildings (J00008, J00100, J01159, J01503, J01504, J14010, J14024, J14027, J14030, and FMQ-19 Mid-Field), confirms that TC Communications in-person training is required at JBLM McChord with a six-month support package acceptable if on-site training is included, clarifies that final shop drawings and test results must be stamped by a BICSI-registered RCDD per UFC 3-580-01, and notes that work stoppages due to migratory birds would result in period of performance extensions rather than change orders. The document also includes corrections deleting specific task line items for Building J01159 Room 107 installation work, as equipment will instead be installed in existing 1st floor demarc racks.

QUESTIONSRepsonse
The Draft RFQ - RAWS ATCALS 23 July 2026 (Page 1) indicates minor trenching. During the site walk, no trenching requirements were observed. Please confirm whether bidders will be responsible for any trenching if it becomes necessary during construction. Please disregard that statement as CONS assumed that would be part of the work when drafting the RFQ.

During the site walk, it was stated that repair of crushed or otherwise damaged existing conduits is outside the scope of this project. Please confirm that bidders are not responsible for repairing damaged conduits encountered during installation. Confirmed. Bidders will not be responsible for repair of crushed or otherwised damaged existing conduits outside the scope of this project. Bidders are responsible for notifying the COR and PM of damaged ducts discovered.

Please confirm that the required TC Comm training must be conducted in person at JBLM McChord, and that virtual training (e.g., Microsoft Teams) is not acceptable. Confirmed, in person, hand on training is required per paragraph 10

TC Comm includes a six (6) month support package with the equipment purchase and also offers an optional one (1) year support package. Please confirm whether the one (1) year support package is required as part of this project. The 6 month support package is acceptable, provided on-site training is included in the contract. If on-site training is not able to be provided, then a 1 year package will be required

The RFQ Attch 1 - SOW_RAWS OSP_NEC_202608_V3.3 specifies a 96-strand fiber cable from HH-121B3 to HH-121B15. However, the splice schedule at HH-121B15 includes:

•36 strands to HH-1504 •72 strands to HH-121B15-6 This results in a total outgoing count of 108 strands, which exceeds the 96-strand incoming cable. Please clarify the intended design. Should bidders increase the cable size to a 144-strand fiber, or is another approach intended? Bidders should increase the 96-strand cable size to a 144-strand fiber optic cable.

The RFQ Attch 1 - SOW_RAWS OSP_NEC_202608_V3.3 includes provisions for future fiber from MH-F9 to J01505. However, the cable schedule provided during the site walk indicates both innerduct and fiber. Please confirm whether bidders are required to furnish and install both the fiber cable and innerduct for this segment. As indicated in line item 6.23.1, under "Specific Tasks" of RFQ Attch 1 - SOW_RAWS OSP_NEC_202608_V3.3: Bidders are not responsible for providing and installing innerduct and 12-strand SM fiber cable in the section of duct between MH-F9 and building J01505. Bidders are responsible for installing a new splice case in MH-F9 and providing the slack in the cable on both sides of the splice case for future splicing.

The RFQ Attch 1 - SOW_RAWS OSP_NEC_202608_V3.3 includes a splice case at MH-F9 for future fiber between MH-F9 and J01505. Please confirm whether a mid-span access should be created in the splice case to accommodate future fiber splicing. Confirmed. A mid-span access should be created in the splice case to accommodate future fiber splicing.

Please confirm whether material sales tax should be included in the proposal pricing. Material sales tax is not added to government contracts.

Will the NEC provide guides/template for shop drawings? Yes.

Do the OSP cable footages provided by the NEC include additional lengths needed for cable routing, vault and building storage requirements? Yes to all. Measurements provided by the NEC are approximations for bidding purposes only. Contractor is responsible for validating measurements required prior to ordering materials.

If no adequate fabric mesh/innerduct space is available during cable installation, will the procurement of new fabric mesh/innerduct be considered and change order item? No, procurement of new fabric mesh/innerduct will not be necessary and will not be considered a change order item. The contractor is to notify the COR. JBLM NEC will assign an duct with existing cable and innerduct for use as is allowed under UFC 3-580-01 criteria.

Will the excel spreadsheet and network diagram provided by M. Olive (NEC) be available to all bidders? Yes.

Is the excel spreadsheet provided by M. Olive (NEC) considered to be information that all contractors refer to for cable distances, presence of available pathways for bidding purposes? Yes.

Will delays associated with military flightline activities/exercises be considered change order items? Delays associated with military flightline activities are not anticipated.

Do all final shop drawings/test results need approval/stamp from a BICSI registered RCDD? The TC Communications equipment test results, diagrams, and programming sheet must be approved/accepted by the RAWS Equipment Specialist, Kevin Evans (COR).

Final OSP fiber drawings, cable test plan, and cable test reports must be stamped by a BICSO Registered Communications Distribution Designer (RCDD) in accordance with UFC 3-580-01, paragraphs 2-1, 2-1.1 and 2-6.5

Can more information/clarification on J008 be provided before the time of bid, there is a discrepancy on where the 144SM cable will land. 1st floor vs. 5th floor MDF The 144SM fiber optic cable will land on the 5th floor MDF.

Can you provide a map showing the proposed location of the new rack in B.1504? Building 1504 is the TACAN building, no rack is required. A Demarc board to which all the TC8800 standalone equipment will be installed. If you ment a different building, please verify the building number and the function/user at that location.

Is replacing the innerduct a part of the NEMA box replacement at the FMQ-19 Mid-Field Sensor Group?
a.Are contractors required to draft an outage/ASI plan for the equipment currently in the damaged NEMA enclosure here? Equipment at this location will have to be taken out of service to replace the enclosure.Yes, equipment downtime must be coordinated with the 62 OSS, Radar Airfield Weather Systems (RAWS) workcenter.

Will work stoppages due to migratory birds or similar situations be change order items or extend the POP? Work stoppages due to the possibility of migrating birds would result in an extension to the period of performance.
