About this opportunity

The Army Materiel Command Mission and Installation Contracting Command is conducting an Other Transaction Authority Request for Prototype Proposals for design and construction of four facilities at Anniston Army Depot (ANAD) under Title 10 U.S.C. Section 2808a, with prototype proposals due June 10, 2026 at 5:00 PM EDT. The government contemplates a single Firm-Fixed-Price award, though multiple awards may be considered if no single offeror can accomplish the entire scope.

The four facilities—a Component Remanufacture Facility (175,000 square feet), Missile Maintenance Facility, Paint Facility, and Storage Facility (two 32,000-square-foot warehouses)—will support ANAD's repair and construction operations. The government intends to establish funding of approximately $600 million to $665 million for all direct and indirect costs, with a period of performance not to exceed 60 months. The Designer of Record must be a registered Professional Engineer or Registered Architect; designs must be executed in a 3D Building Information Modeling environment and comply with Unified Facilities Criteria, including UFC 1-200-01 DoD Building Code and Department of War Minimum Antiterrorism for Buildings standards.

Technical proposals are limited to 60 pages (excluding CAD drawings); cost proposals must be submitted in Excel format with narratives limited to 10 pages. Offerors must secure bonding capability at the program ceiling and submit data rights assertions complying with DFARS 252.227-7017. Evaluation criteria in descending order of importance are Technical Approach and Design, Construction Capabilities (including staffing, scheduling, and utility coordination), and Cost Savings Potential. An on-site visit is scheduled for May 14, 2026 at ANAD with no virtual option. Registration for the Industry Day (May 13–14, 2026) closes May 7, 2026 at 11:00 AM CT. Questions must be submitted via the QA_ANAD_FORGE II spreadsheet by May 6, 2026 at 4:00 PM CT.
