About this opportunity
The 436th Contracting Squadron at Dover Air Force Base intends to solicit solar-powered mobile camera carts under a 100% Total Small Business Set-Aside (NAICS 561621, PSC 6710), with responses due September 1, 2026, and anticipated award before October 1, 2026.
The procurement is reserved for small businesses, including HUBZone, WOSB, 8(a), VOSB, SDVOSB, and Small Disadvantaged Business concerns. The Air Force plans to use simplified commercial procedures and will orally solicit quotations directly from interested suppliers rather than post a formal solicitation to the GPE.
Each mobile surveillance trailer must include two 40x optical zoom Pan-Tilt-Zoom cameras with infrared capability, a 360-degree LED floodlight, an onboard network video recorder with 30 days of storage capacity, and a 3G/4G LTE cellular router. The system requires a Ubiquity 5 GHz WiFi bridge with surge protection, two ruggedized Durabook computers (one per trailer, one for the Base Defense Operations Center), and a duplicate viewing station for an alternate BDOC location. The cart must operate as a standalone unit independent of Air Force networks and incorporate video management software with tamper-resistant alarms, zone creation with object and person detection alerts, motion-triggered recording, user profile controls, and on-board capability to retrieve footage via disk. The system must be solar-powered with plug-in charging for supplemental power.
The contractor must provide a cellular data plan for operation, post-delivery training, a 2-year warranty covering damage to lights, wheels, and cart structure, and Air Force network authority to operate for potential future connectivity.
Interested vendors must respond on company letterhead with company profile, background, SAM registration details, and small business designation status, signed by an authorized representative.
