About this file

This document is a Salient Characteristics statement for Solar Powered Mobile Camera Carts for an Air Force facility.

The procurement requires CCTV heavy-duty surveillance trailers equipped with two Pan-Tilt-Zoom (PTZ) cameras featuring 40x optical zoom and infrared capability, an onboard network video recorder with 30 days of storage capacity, and a 3G/4G LTE cellular router. Each trailer must include a high-powered 360-degree LED floodlight, a Ubiquity 5 GHz WiFi bridge system with surge protection, and two Durabook ruggedized computers—one attached to each trailer and one additional unit for the Base Defense Operations Center. The system must incorporate video management software with Air Force network authority to operate, cloud service capabilities for live feed access, and a workstation for camera management and control. Additional required capabilities include zone creation with object/person detection alerts, motion-triggered recording, user profile creation with permission controls, tamper alarm functionality, and VMS on-board capability to pull footage via disk. The contractor must provide a duplicate viewing station for an alternate BDOC location and ensure the system operates as a standalone unit for independent monitoring. The contract must include a cellular data plan for operation on cell data rather than Air Force networks, post-delivery training on system operation and setup, a 2-year warranty covering damage such as broken lights, wheels, or cart damage, and Air Force network authority to operate for potential future connectivity needs.

Solar Powered Mobile Camera Carts Salient Characteristics

General Requirements The mobile camera carts need to allow the controllers and patrolmen to monitor areas that the cameras cannot reach, should be in places where mounting a permanent camera isn’t feasible, and areas with known crime activity. Failure to have this ability will affect our daily operations and leaves blind spots open to be exploited.

Mobile Camera Carts Requirements:

• CCTV Heavy Duty Surveillance Trailer

Surveillance Trailers need to be equipped with two PTZ cameras, an onboard network recorder and 3G/4G LTE cellular router

• Video Management Software

The Video Management Software must have authority to operate to be used on the Air Force Network.

• Network Camera

Must have 40x optical zoom PTZ cameras with IR capability.

• Onboard Network Video Recorder

The NVR needed must store 30 days of storage and be housed inside each unit.

• Ubiquity Wireless System

5 GHz Wifi bridge with enhanced surge protection and optimized radio and antenna

• Durabook

Each trailer must have a durabook attached to it and must include an additional durabook to set up at the Base Defense Operations Center.

• Flood Light

The trailer needs a high powered 360-degree LED floodlight.

• Capabilities to create zones

Must allow the operators to create zones within the field of view that will alert once an object or person enters that zone.

• Cloud Service

Required to include a cloud service where live feed could be accessed when the ubiquity wireless system is not being used.

• Work Station We must have a workstation where we can manage and control the cameras.

• Plug-in option

Allow us to charge the carts alternatively if not getting any sun.

• VMS on-board

Allow us to pull footage via disk.

• Stand alone

A standalone system that the controllers can monitor.

• Duplicate viewing station

A viewing station for our alternate BDOC location.

• The ability to create profiles

Must be able to create profiles for users with different permissions, so an operator can’t undo a preset setting.

• Tamper Alarm

Must be Tamper resistant and set off an alert if it is tampered with.

• Set up recording.

Have the ability to allow controllers to set a camera to only record once it detects motion.

• Training

Include training after delivery and set up on the systems and how to use them

• ATO

Must have an authority to operate on the Air Force network in the event it becomes necessary to connect to AF Network.

• Include data.

Include data plan in contract. Running on cell data. Does not need to be on AF Network.

• Warranty

Must include warranty for up to 2 years, for any damage such as, broken light, broken wheels or excessive cart damage.
