About this opportunity
Norfolk Naval Shipyard (NNSY), under the Department of the Navy Naval Sea Systems Command, is soliciting quotes for DOT/NRC Radioactive Waste Training services through a Firm Fixed Price contract awarded under simplified acquisition procedures for commercial items. The procurement seeks a comprehensive 40-hour training program comprising 32 hours of Department of Transportation (DOT) requirements instruction, 4 hours of Load Securement training, and 4 hours of International Air Transportation Association (IATA) requirements, with all participants receiving certification upon completion. The training must comply with Title 49, Code of Federal Regulations, Part 172, Subpart H (Hazmat Employee Training) requirements for personnel performing radioactive and mixed waste shipping functions. Award will be made to the responsible offeror receiving an acceptable technical capability rating, an acceptable past performance rating, and providing the lowest evaluated price representing best value to the government. Offerors may submit technical questions to Jordan Moore at jordan.e.moore.civ@us.navy.mil by December 2, 2025, at 10:00 AM EST, with all proposals due by December 9, 2025, at 10:00 AM EST as single PDF attachments, and quotes must remain valid for a minimum of 60 days.
This opportunity is designated as a 100 percent total Small Business set-aside under NAICS code 611430 (Professional and Management Development Training), with no incumbent contractor identified. The contract will cover training for approximately 20 Norfolk Naval Shipyard personnel with capacity for up to 25 students, scheduled to occur January 12-16, 2026, at a local training facility near Portsmouth, Virginia. The contract performance period extends one year to allow administrative closeout, with the intensive training concentrated during the five-day January window. Offerors must demonstrate relevant past performance from contracts performed since December 2020 and provide completed SF1449 forms with unit pricing, technical capability certifications, training outlines, and past performance documentation. Bidders must also comply with applicable wage determination requirements under the Service Contract Act, with hourly rates varying by occupation classification in the Virginia and North Carolina region.
