About this file

This document appears to be a question and answer clarification regarding training requirements for radioactive/mixed waste shipping functions, likely related to a Statement of Work (SOW) for a federal contract.

The document addresses three key points: (1) the training course does not cover other hazardous class shipment training, with 40 hours allocated and comprised of three sections (DOT, Load Securement, and IATA), and a separate 40-hour Advanced Mixed Waste Certification Training exists; (2) the course is strictly focused on Class 7 (radioactive) shipment requirements, with no additional mixed waste training needed at this time; and (3) load securement training is referenced as meeting 49 CFR 172.704 requirements, enabling shippers to identify necessary securement procedures and ensuring compliance with HAZMAT employee training standards.

Text version

In regard to the Radioactive/mixed waste shipping functions in the SOW:

1. Does this course require other hazardous class (non-radioactive) shipment training?

If other hazard classes need to be evaluated, we feel that 40 hours of training will not provide enough time for an adequate understanding of the subjects. The training we are requesting is comprised of (3) separate sections (DOT, Load Securement and IATA) mixed waste is not a section of this training. During the training there are areas where mixed waste is vaguely discussed (i.e. Shipping Pecking order) however it is not a focal point of the training, and this training alone is not intended to fulfill the training requirements for mixed waste. There is an entirely different (40) hour of training we take to meet the mixed waste training requirements and that class is called Advanced Mixed Waste Certification Training

2. Are Class 7 shipments mixed with additional hazard class evaluations needed for this course? No, the purpose of this training is strictly to meet class 7 shipment requirements. We do ship class 7 with other classes but there is not a need for the additional training for the mixed waste portion at this time that class is scheduled as needed and for limited personnel.

Regarding Load Securement Requirements:

3. Is there a reference to the training standards/requirements? Anyone that has any pre-transportation functions as prescribed by the 49 CFR is considered a HAZMAT employee and is required to abide by the training requirements laid out in 49 CFR

172.704. Load securement training is needed so that shippers can identify what securement is needed and the personnel performing the work need this training as well.

This training allows us to meet the function-specific training portion of 49 CFR 172.704.(a).(2).
