About this opportunity

The Department of the Air Force Global Strike Command seeks commercial dorm internet services at Whiteman Air Force Base, Missouri, with quotations due August 21, 2026 at 2:00 PM Central Time. This is an RFQ (FA4625-26-Q-1038) for commercial items under FAR Part 12, not set-aside for small business, with a base year plus four option years plus potential six-month extension.

Place of performance is Whiteman AFB, MO 65305, supporting six dormitory buildings (1551, 1552, 1556, 1559, 1560, 1561) containing 756 resident rooms and 18 common areas. The contract period runs September 1, 2026 through August 31, 2027 (base year), with four one-year option periods extending through August 31, 2031, plus potential six-month extension.

The scope requires managed broadband internet and wireless network service meeting FCC benchmarks: minimum 100 Mbps download and 20 Mbps upload per user, 99.9% monthly uptime per building, network latency below 75 milliseconds, packet loss below 1%, and 24/7/365 help desk with tiered response times (Tier 1 acknowledged within 1 hour, resolved within 24 hours; Tier 2 acknowledged within 30 minutes, resolved within 4 hours). The contractor provides all networking equipment, installation, and maintenance; installation must complete by September 30, 2026. Contractor must deliver dedicated IP addresses per room, wireless coverage in 100% of rooms and common areas, government-branded captive portal with content filtering and Terms of Service acceptance, and monthly performance reporting. Access to resident rooms is limited to 0700–1600 Monday–Friday excluding federal holidays; common area access outside normal hours requires approval.

The contractor must maintain current CMMC Level 1 (Self) certification, register in SAM.gov, comply with Service Contract Act Wage Determination 2015-5089 (revision 30), ensure TAA-compliant equipment and FAR 52.225-1 Buy American compliance, and remove all Anthropic PBC products and services per Department of War directive. Installation infrastructure must meet ANSI/TIA-568 Category 6 standards. The NAICS code is 517111 with 1,500-employee size standard. PSC code is DG11.

Evaluation uses a two-step process: Step 1 gates on Technical Capability (Acceptable/Unacceptable, nine yes/no elements covering network architecture, bandwidth, wireless design, authentication, SLAs, cybersecurity, help desk, installation approach, and timeline compliance); Step 2 applies best-value tradeoff combining Past Performance (Low/Moderate/High risk based on recency, relevancy, and similarity of comparable telecommunications or managed wireless services, with preference for multi-building residential environments) and Price. Past Performance is significantly more important than Price. Price evaluation includes monthly recurring service, non-recurring installation costs, equipment costs, and option year pricing, calculated as Total Evaluated Price covering base year plus all four option years plus one-half of option year 4 pricing for the six-month extension.

Quotations must be submitted in three parts: Part I (Price), Part II (Technical Capability, not exceeding 15 pages), and Part III (Past Performance, up to five relevant projects from past five years). Vendor site visits occurred June 23, 2026. Questions were due June 30, 2026; Part 1 and Part 2 vendor Q&As were released July 27 and August 12, 2026 respectively. Amendment 4 (August 14) clarified evaluation criteria. Quotations remain firm until September 30, 2026.
