About this file

This is a Vendor Questions and Answers (Q&A) document for federal contract opportunity FA4625-26-Q-1038, containing 138 numbered questions submitted by potential contractors and Government responses regarding Dorm Internet Services at Whiteman Air Force Base, Missouri.

The solicitation is a Request for Quotation (RFQ) for a five-year base-year-plus-four-option-year contract to provide internet and managed Wi-Fi services to six dormitory buildings (1551, 1552, 1556, 1559, 1560, and 1561) housing 756 residents. The scope requires providing network infrastructure with minimum speeds of 100 Mbps download and 20 Mbps upload per user session, dedicated IP addresses and VLANs per room, one wireless access point per room, 24/7/365 help desk support, monthly performance reporting, and a Government-branded captive portal with content filtering and acceptable use policy. The contract includes CMMC Level 1 (Self) certification requirements, TAA-compliant equipment, Buy American compliance, and compliance with FAR 52.225-1. Installation must be completed by September 30, 2026, with access limited to 0700-1600 Monday-Friday (excluding federal holidays) in resident rooms, though common areas may be accessed outside normal hours with approval. The Government will provide as-built drawings, branding assets, Terms of Service/Acceptable Use Policy language, content filtering policy, and the commercial internet demarcation point at 413 4th Street, Whiteman AFB. Contractors may reuse existing infrastructure if it meets ANSI/TIA-568 Category 6 standards and obtains approval from current owners (Spectrum and Boingo). The amended proposal due date is August 14, 2026, at 2:00 PM Central Time, with past performance questionnaires due by the same deadline. Several questions regarding technical specifications, existing infrastructure conditions, ISP procurement responsibilities, phased implementation, and testing protocols remain unanswered and are to be addressed in Part 2 of the Q&A.

Question #Vendor QuestionGovernment Answer
Is this a brand new contract OR is (was) there an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?Answer to be provided in Q&A Part 2.
Would the government be able to send copies of the as-built drawings for Blogs 1551, 1552, 1556, 1559, 1560, 1561 identifying TR Rooms/Closet (IDF’s and MDF’s). This will allow our engineering team to perform predictive heat maps prior to the site visit to determine adequate coverage and cable pathways per the requirements in the PWS.All available as-built drawings have been added as a single attachments via this amendment.
The Solicitation announcement “ 26-Q-1038 Dorm Internet Combo Final” calls for a commercial product and offer. As such, will the government remove the requirement in attachment 5 requesting CMMC certification as not applicable to commercial off the shelf offers or clarify why CMMC is a requirement for a commercial solution. The request to remove CMMC certification requirements is denied. While CMMC requirements do not apply to Commercial Off-The-Shelf (COTS) items, this acquisition is for both COTS items and a 5-year service contract, and the service does not meet the definition of a COTS item. Under RFO 2.101, the definition of a COTS item explicitly applies to supplies and does not include services.
The Performance Work Statement cites in section 1.3 (page 3) that the scope of work includes “…providing the network infrastructure, managing the service and providing technical support to all residents.” Can the Government clarify “technical support the residents” Does technical support to residents extend to providing direct support to residents or direct support the base IT or the local telecommunications unit and not residents in individual rooms?Answer to be provided in Q&A Part 2.
The Performance Work Statement cites in section 2.1.5 that dedicated IP addressing extends to each room. Can the Government clarify if a cost competitive, and technically efficient solution of providing a centralized scalable approach where wireless access points provide coverage to individual rooms is acceptable and modify the section 2.1.5 of the Performance Work StatementAnswer to be provided in Q&A Part 2.
The Performance Work Statement cites in section 2.1.1 cites “ the internet service shall meet a minimum benchmark of 100Mbps download and 20Mbps upload speed per user. Can the government clarify if this is per user or per device. If per user, then the Government will need to provide an estimated minimum and maximum number of users for to design a solution.Answer to be provided in Q&A Part 2.
The Performance Work Statement in section 3.3, Reporting, cites “contractor shall provide monthly performance reports. Can the government clarify if a self-subscription customer portal solution where the customer can generate as needed reports is acceptable and modify section 3.3 to include report delivery method.Answer to be provided in Q&A Part 2.
Request clarification to Performance Work Statement section 4.2 Data and Device Policy. The contractor understands the personal devices are not subject to DoW device policies and that a commercial solution is requested. Does the Government intend for DoW - issued portable devices to be able to access to contractor provided commercial solution?Answer to be provided in Q&A Part 2.
Performance Work Statement section 3.4. Quarterly Function Team Reviews. Can the government clarify and confirm if the team reviews are pre and post activation, supported throughout the entire 60 month period of performance and provide examples of data points, meeting outcomes and expectations.Answer to be provided in Q&A Part 2.
Can the Government clarify submission instructions for the document “Atch 4-26Q1038_ Dorm Internet_Past Performance Questionnaire.pdf”Completed Attachment 4 Past Performance Questionnaires must be submitted by the offeror's past performance customer via email directly to MSgt Victor Camacho and Amanda Fragoso, as stated in Attachment 4. Past Performance Questionnaires must be received by the RFQ due date/time. COMBO has been updated to reflect PPQ due date/time requirements.

Will the incumbent provider(s) be required to remove their equipment, or will any in-place equipment, cabling, or head-end be made available to the awardee? If removed, who is responsible for removal and when?Answer to be provided in Q&A Part 2.
PWS 2.1.3 directs use of existing infrastructure to the greatest extent practicable. May the awardee reuse the existing structured cabling (Cat5e/Cat6) and riser/backbone cabling observed in the buildings.Answer to be provided in Q&A Part 2.
Are existing horizontal cable runs (Cat6 or coax) in place to each individual resident room, or only to common areas / IDF closets? Is there fiber available for use between each building to the main demarc location where Internet is provided to the baseAnswer to be provided in Q&A Part 2.
Is existing conduit, cable tray, J-hook, and riser pathway available between the building demarc/MDF, the IDF/telecom closets, and resident rooms, and may the awardee use these pathways for new cabling and access-point home runs?Answer to be provided in Q&A Part 2.

Would there be any requirement for wired Ethernet ports in the buildings?Answer to be provided in Q&A Part 2.
Do you have any desirable brand (OEM) equipment for this network? The Government does not mandate a specific OEM brand for this network. Contractors may propose any commercial-off-the-shelf (COTS) equipment, provided it meets all technical, functional, and performance requirements outlined in the PWS, is fully TAA-compliant (Trade Agreements Act), and is approved for use on DoD networks.
Does the U.S. Government hold title to the cabling, cabinets, and network equipment currently installed throughout the six dormitory buildings, or does that infrastructure remain the property of the incumbent contractor? If incumbent-owned, will it be removed prior to contract award, or may it remain in place for potential reuse by the new contractor? Some of the installed infrastructure is government-owned and labeled accordingly. The remainder is owned by Spectrum and Boingo.
