The facility must serve approximately 1,000 DOJ employees and include a main cafeteria, private dining room, and catering services, operating Monday through Friday from 7:00 a.m. to 2:00 p.m. Evaluation will be based on three primary factors in descending order of importance: technical approach (including food quality, menu planning, and profitability strategy), management and staffing approach (including transition and staffing plans), and past performance. All questions must be submitted by February 6, 2026 at 5:00 p.m. Eastern Time, and Statements of Qualifications must be submitted by February 18, 2026 at 5:00 p.m. Eastern Time to Andrew S. The base contract period is three years with options for four one-year extensions, with an anticipated award around March 2026. Responses must include two separate volumes: Volume I addressing the technical submission and Statement of Work requirements, and Volume II containing no more than three past performance references submitted directly by references using the Past Performance Questionnaire. All contractor personnel will be subject to a Public Trust Investigation and background checks requiring at least 90 days for completion, with extensive security and confidentiality requirements applicable to the selected contractor.
