About this opportunity

The Department of the Navy Naval Supply Systems Command intends to issue a sole-source solicitation for laboratory testing services to support the DoD Drug Demand Reduction Program (DDRP). The procurement covers anabolic steroid and performance-enhancing drug (PED) testing on human urine specimens, specifically targeting substances listed in Classes S1, S2, and S4 of the World Anti-Doping Code Prohibited List. The contractor must provide all labor, equipment, materials, and facilities necessary to perform testing under forensic and scientific specifications established by the World Anti-Doping Agency Code (WADAC) and DOD DDRP Instructions. The sole-source justification is based on market research revealing only two WADA-accredited laboratories in the continental United States capable of performing this specialized testing. The pre-solicitation notice was posted on August 5, 2025, with responses due by August 12, 2025.

This opportunity carries no set-aside designation and will be awarded to Sports Medicine Research and Testing Laboratory (SMRTL), which is positioned to continue services currently performed under existing contract N6264523D5012. The contract structure is a three-year indefinite-delivery/indefinite-quantity (IDIQ) arrangement with a total ceiling value of $12,078,900, including initial FY 2025 funding of $3,999,970. The laboratory will have annual testing capacity requirements of up to 19,000 initial tests and 1,140 Isotope Ratio Mass Spectrometry tests, with specimens processed in batches of up to 350. Additional contract requirements include providing 40 hours of expert telephonic consultation and delivering test results within 7-10 business days. The contract performance period spans from August 24, 2025, through August 23, 2028.
