About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking a WADA-accredited laboratory to provide comprehensive performance-enhancing drug (PED) testing services for the Navy Drug Demand Reduction Program (DDRP). The contractor will be responsible for analyzing human urine specimens for anabolic steroids and performance-enhancing substances, in compliance with Department of Defense instructions, the World Anti-Doping Agency Code, and the Designer Anabolic Steroid Control Act of 2014. Key contract requirements include processing up to 1,200 service member specimens monthly, performing isotope ratio mass spectrometry (IRMS) confirmation testing, and maintaining strict chain of custody protocols. The laboratory must be located in the continental United States and capable of delivering test results within 7-10 business days, with potential for DOD inspections up to twice annually. Responses to this pre-solicitation notice are due by May 6, 2025, with the opportunity initially posted on April 30, 2025.

The contract is not set aside for any specific business category and falls under the NAICS category 541380 for Testing Laboratories and Services. The potential contract has an annual testing capacity of up to 19,000 initial PED tests and 1,140 IRMS tests, with a performance period of up to five years. The laboratory must be capable of processing specimen batches up to 350 specimens and provide telephonic result discussions for 40 hours annually. Key technical capabilities include screening for human Growth Hormone Releasing Factors and storing positive specimens for 365 days. The contractor will be required to provide comprehensive monthly reporting, including order summaries and detailed records of all testing activities. While specific award values are not explicitly stated, the comprehensive testing requirements suggest a significant contract scope for the selected laboratory.
