About this opportunity
The United States Coast Guard is seeking a small business contractor to perform comprehensive dockside repairs on the USCGC STONE (WMSL-758), a 418-foot National Security Cutter located in Charleston, SC. The solicitation (RFP #70Z08525RLREP0003) requires the contractor to complete 23 distinct work items including maintenance, inspection, and preservation of various ship systems such as air conditioning plants, refrigeration systems, circuit breakers, fire detection systems, and multiple tank cleaning and preservation tasks. Technical capability and past performance will be significantly more important than price in the evaluation criteria, with proposals due by March 20, 2025 at 14:00 EST. The government intends to award the contract without discussions, and potential bidders must submit their last technical package request by March 7, 2025, with questions due by March 13, 2025. A ship check opportunity is available on March 10-11, 2025, to allow contractors to inspect the vessel and prepare their proposals.
The contract is set aside exclusively for small businesses under NAICS code 336611 with a size standard of 1,300 employees. The period of performance is from April 30, 2025, through July 2, 2025, with work to be performed at the cutter's homeport in North Charleston, SC. While specific total contract value is not explicitly stated, the solicitation references a broader class of requisitions valued at $348,000,000 with an expiration date of August 1, 2029. Contractors will need to obtain proper base access credentials, including FLETC ID badges that require background checks and fingerprinting, with processing times ranging from 14-30 days depending on citizenship status. Work hours are restricted to Monday through Saturday from 0700-1900, with potential for extended hours upon approval from the Contracting Officer's Representative. The project includes both definite and optional work items, providing flexibility in the scope of maintenance and preservation services to be performed.
