Task Order 1 is anticipated to be awarded within five days of contract award, with performance scheduled January 5 through May 9, 2027. Contractors must furnish all necessary labor, materials, services, equipment, supplies, power, accessories, and facilities. Proposals must include detailed planning (Gantt chart or equivalent), a written narrative of no more than ten pages addressing performance risks and environmental mitigation strategies, and one to three relevant past performance references completed within the last three years. Proof of E-Verify enrollment and insurance meeting specified minimums (Workers Compensation, $1 million General Liability per person and occurrence, $1 million Property Damage per occurrence) are required.

Evaluation criteria weight Technical Capability as most important, Past Performance as second most important, and Price as least important, with Technical Capability and Past Performance combined significantly more important than Price. Questions are due August 19, 2026. Anticipated contract award is on or before November 21, 2026. Payment is processed by USCG Finance Center in Chesapeake, Virginia.
