About this file

This is a Statement of Work (SOW) and Specifications document for dock-side maintenance and repair services for the USCGC HEALY (WAGB 20), a U.S. Coast Guard icebreaker vessel, during Fiscal Year 2027. The SOW outlines the contractor's responsibility to provide comprehensive maintenance, repair, and modernization services while the vessel is in dock, ensuring operational readiness and compliance with Coast Guard standards.

The scope of work encompasses hull inspection and repair, machinery and propulsion system maintenance, electrical and mechanical systems overhaul, structural modifications, safety system upgrades, and paint/coating applications. The contractor must coordinate with Coast Guard personnel, maintain a qualified workforce with appropriate certifications, and adhere to all applicable federal regulations, environmental standards, and security protocols. Work must be performed at a designated government facility or approved contractor shipyard, with detailed documentation, progress reporting, and quality assurance requirements throughout the project duration. The SOW specifies technical performance standards, compliance with applicable codes and standards, and requirements for scheduling coordination with other government activities. This is a Department of Homeland Security (USCG) solicitation requiring contractors to demonstrate shipyard capabilities, experience with similar vessel maintenance, and the ability to execute complex maritime repair and modernization tasks within defined fiscal year parameters.
