About this opportunity
The Naval Sea Systems Command is soliciting SDVOSB warehousing and logistics support services for the Naval Surface Warfare Center Dam Neck Activity, with responses due April 9, 2026, for an RFI and formal solicitation expected August–October 2026. The procurement is a Service-Disabled Veteran-Owned Small Business set-aside to be competed exclusively through the GSA Multiple Award Schedule; eligible SDVOSB vendors with applicable GSA schedule contracts must monitor GSA MAS for solicitation release rather than awaiting direct posting to SAM.gov.
Place of performance is Virginia Beach, Virginia. The contractor must establish and operate a minimum 100,000-square-foot warehouse facility within 30 miles of NSWCDD DNA, operable within 90 days of contract issuance, with 50 percent bulk storage and 50 percent rack space, 400 pounds per square foot floor capacity, 20-foot minimum ceiling height, dock-level and grade-level loading, climate control, and fire suppression. The requirement encompasses receipt and management of approximately 5,500 SKUs and 240,500 units of government property in the Navy Enterprise Resource Planning system, twice-daily local delivery operations, and material handling to manage freight loads up to 8,000 pounds. Contractor personnel staffing includes a Program Manager (0.3 FTE), Warehouse Manager (1 FTE), Material Expediter (1 FTE), eight Warehouse Specialists (8 FTE), two Truck Drivers (2 FTE), and one Material Coordinator (1 FTE); all personnel require Secret security clearances and N-ERP system access. The contractor supplies material handling equipment, vehicles, and office furniture; the government retains responsibility for N-ERP system management and does not authorize contractor-provided WMS platforms or innovations such as RFID or predictive analytics. Contract structure is firm-fixed-price with a five-year base period and four option periods, anticipated award February 19, 2027, with performance start May 1, 2027. The incumbent contractor is ASR International Corporation. CMMC Level 1 certification is required. NAICS 493110; PSC R706.
