About this file

This is a Questions and Answers (Q&A) document from an industry day or presolicitation event for a Navy warehouse management and logistics contract.

The contract is a single-award, firm-fixed-price requirement for off-site warehouse operations consolidating Naval Supply Systems Command (NAVSEA) operations at NSWCDD DNA in Virginia Beach. The contractor must provide and operate a minimum 100,000 square feet warehouse facility located within 30 miles of the primary site, excluding the Eastern Shore of Virginia, to manage approximately 5,500 SKUs and 240,500 units of government property including operational and maintenance supplies (OM&S) and plant, property, and equipment (PP&E). The contractor must supply all material handling equipment (forklifts, pallet jacks), vehicles for transportation to York Town and Chesapeake, office furniture, and warehousing operations staff. Required staffing includes a Program Manager (0.3 FTE), Warehouse Manager (1 FTE), Material Expediter (1 FTE), eight Warehouse Specialists (8 FTE), two Truck Drivers (2 FTE), and one Material Coordinator (1 FTE), all requiring SECRET security clearance. The warehouse must feature a wet or dry fire suppression system meeting federal, state, and local requirements and maintain physical security safeguarding against loss, theft, or destruction.

The Government will maintain responsibility for Navy Enterprise Resource Planning (N-ERP) system management and does not authorize contractor-provided WMS platforms or industry innovations such as RFID tracking or predictive analytics. All contractor personnel require N-ERP access and training. The Government anticipates 6 FTE on-site at Dam Neck and 7 FTE at the contractor warehouse. A 90-day transition period is planned. The incumbent contractor is ASR International Corporation (Contract N6426721F3002). CMMC Level 1 certification is required. Acquisition strategy is pending market research results and may include a small business set-aside, subcontracting plan, or small business commitment plan. RFP release is anticipated January–March 2027 with contract award July–September 2027. Performance metrics will be defined in the Quality Assurance Surveillance Plan (QASP).
