About this opportunity

Naval Sea Systems Command seeks DNA analyses services for a five-year IDIQ contract on a Firm Fixed Price basis, with proposals due September 2, 2026. The procurement is a 100% small business set-aside under NAICS 541380 with a $19.0 million size standard, foreclosing competition outside the small business pool.

Place of performance is F.O.B. Destination, Newport, Rhode Island, with a six-month government lead time and three-month delivery required from task order issuance. Work involves 16S and 18S amplicon sequencing analyses on marine biofilm samples collected at ocean depths of 50, 250, 500, and 950 meters to support research on deep sea biofouling and antifouling coatings. Offerors must guarantee a minimum sequencing depth of 100,000 reads per sample, target the V4 region for 16S and V9 region for 18S analyses, and use reference databases including NCBI GenBank or SILVA V138.1. The contractor must retain samples for 30 days after report issuance for potential re-testing, then dispose according to Federal, State, and local regulations. No facility or security clearance is required. The Government prefers direct performance but accepts subcontracted laboratories if their internal Quality Management System documentation is provided.

The contract minimum guarantee is 510 jobs with a ceiling of 1,710 jobs not to exceed. Offerors must submit tiered Firm Fixed Pricing for four quantity ranges (75–200, 201–300, 301–400, and 401–550 jobs) across five ordering years. Award will be made on a Lowest Price Technically Acceptable basis, with evaluation incorporating a planned technical approach and proof of internal QMS (combined limit of one page) and past performance via the Supplier Performance Risk System. Quotes must maintain validity for at least 60 days. Submit to elizabeth.a.peckham2.civ@us.navy.mil; the period for clarification questions closed August 6, 2026.
