RFQ Summary: DNA Analyses Services

This is a Combined Synopsis/Solicitation for a five-year Indefinite Delivery Indefinite Quantity (IDIQ) purchase order issued by Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) for DNA Analyses services. The RFQ number is N66604-26-Q-0455, and the procurement is a 100% small business set-aside under NAICS Code 541380 (Testing Laboratories and Services) with a $19.0 million size standard. The contract will be awarded on a Firm Fixed Price (FFP) basis to the lowest price technically acceptable offeror. The minimum contract guarantee is 510 DNA analysis jobs, with a ceiling of 1,710 jobs not to exceed. Required delivery is F.O.B. Destination, Newport, Rhode Island, with a 6-month lead time from task order issuance.

Offerors must submit: (1) a planned technical approach for meeting Statement of Work requirements, (2) proof of an internal Quality Management System (QMS)—not to exceed 1 page combined, (3) pricing for four quantity ranges (100-200, 201-300, 301-400, 401-550 jobs) across five ordering years, and (4) point of contact information, CAGE Code, and SAM UEI. The Government will evaluate total pricing by calculating an average unit price for each ordering year, multiplying by 350 to determine the ordering year's evaluated price, then summing all five years. Negative past performance information in the Supplier Performance Risk System (SPRS) may render a quote technically unacceptable. Quotes must have a validity period of at least 60 days and be submitted to Elizabeth Peckham at elizabeth.a.peckham2.civ@us.navy.mil. Quote submission deadline is not specified in the document. Payment will be made electronically via Wide Area Workflow (WAWF), and SAM registration is required prior to award.

Basis of Award

Award will be made based on a Lowest Price Technically Acceptable basis. In order to be determined technically acceptable, offerors shall submit the following for the Government’s evaluation:

(1) Submit a planned technical approach to meet the requirements of the Statement of Work;

(2) Submit proof of internal Quality Management System (QMS).

Note: Plan and proof of internal QMS shall not exceed 1 page.

Additionally, the Government will also consider past performance information on the Supplier Performance Risk System (SPRS) where negative information within SPRS may render a quote being deemed technically unacceptable;

Total Evaluated Price (TEP)

The Government intends to award a single contract as a result of this RFQ. Award will be made on a Lowest Price Technically Acceptable basis.

The Government will derive the offeror’s total evaluated price by extending the offeror’s quoted unit pricing in accordance with the schedule identified below.

1) The Government will calculate the total evaluated price of Ordering Year 1 as follows:

• The Government will multiply the unit price by the maximum quantity for each range to derive the extended price for each range.

• Next, the Government will add the extended prices for all ranges of the ordering year and divide by the sum of the maximum quantity of all ranges to find the average unit price.

• The Government will multiply the average unit price by 350 to arrive at a total evaluated price for the ordering year.

The following is an example:

Ordering Year 1

CLIN Description From Quantity To Quantity Unit Price Extended Price

0001 Widgets 4 10 $6,000 $60,000

11 20 $5,000 $100,000 21 35 $4,000 $140,000

Total 65 $300,000

The total line item amount is $300,000.00.

Average unit price = $300,000/65 = $4,615.38 Total evaluated price for Ordering Year 1 = $4,615.38 * 350 = $1,615,380.30

2)The Government will repeat the above for each of the remaining Ordering Years 2-5.

3) The Government will add the evaluated price of each ordering year 1-5, as calculated above, to determine the total evaluated price of the offeror.

**NOTE: The above prices are examples only. This example does not obligate the Government to purchase these quantities; it is simply to demonstrate the method the Government will use to calculate the total evaluated price.

Additionally, the Government will consider past performance information where negative information within Supplier Performance Risk System (SPRS) may render a quote being deemed technically unacceptable.
