About this opportunity
The Defense Logistics Agency (DLA) Troop Support Medical Directorate is soliciting proposals for the Hospital Supply Tailored Logistics Support Program (TLSP), a first-generation initiative to procure commercial medical equipment, accessories, consumables, and durable medical supplies, along with comprehensive logistics functions including shipping, receiving, storage, inventory management, and transportation visibility. The program will support Department of Defense medical and dental treatment facilities, military sites, and federally funded partners worldwide across multiple product group codes (4110, 6515, 6520, 6525, 6530, 6540, 6630/6632, and 6640). The solicitation requires offerors to provide firm-fixed-price ceiling pricing on an 85-item Price Evaluation List and comply with Trade Agreements Act requirements, maintain a 95% line-item fill rate, and achieve 90% on-time delivery performance while providing 24/7 customer support. Evaluation will employ trade-off best value procedures, with technical merit and past performance rated as significantly more important than price. Proposals must be submitted through DIBBS by March 25, 2026, at 3:00 PM EST, with the solicitation posted on February 24, 2026.
This is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with no set-aside designation, though the government intends to award a maximum of seven contracts with three reserved for small business concerns. The estimated five-year program value is $44.88 million based on historical demand, with a base contract period of one year followed by four optional one-year renewal periods. No incumbent contractor or current contractor names are identified in the available documentation. The place of performance encompasses worldwide locations to support military and federal medical facilities, with contractors required to coordinate with DLA Distribution for logistics, comply with FDA regulations for medical devices, utilize WAWF/iRAPT for invoicing, and support both routine and emergency delivery requirements including Foreign Military Sales orders on an FOB Origin basis.
