About this file

This is a Standard Form 1449 (SF 1449) solicitation document for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for the Hospital Supply Tailored Logistics Support Program (TLSP) issued by DLA Troop Support Medical.

The Government intends to award a maximum of seven (7) IDIQ contracts, with three (3) reserved for small business concerns, for the procurement and logistics support of commercial medical equipment, accessories, consumables, and durable medical supplies to support Department of Defense medical and dental treatment facilities, military sites, and other federally funded partners worldwide. The solicitation covers items across multiple Product Group Codes (PGCs 4110, 6515, 6520, 6525, 6530, 6540, 6630/6632, and 6640) and requires offerors to provide firm-fixed-price ceiling pricing on an 85-item Price Evaluation List (PEL) serving as the basis for award evaluation. The base contract period is one year, followed by four optional one-year periods. Proposals are due by March 25, 2026, at 3:00 PM EST and must be submitted through DIBBS. Evaluation will use trade-off best value procedures, with technical merit and past performance factors combined as significantly more important than price. The estimated five-year program value is $44.88 million based on historical demand. All items must be Trade Agreements Act (TAA) compliant, and contractors must maintain 95% line-item fill rate and 90% on-time delivery performance. Contractors are required to implement purchasing systems, provide 24/7 customer support, comply with FDA regulations for medical devices, coordinate with DLA Distribution for logistics, utilize WAWF/iRAPT for invoicing, and support both routine and emergency delivery requirements including Foreign Military Sales orders on an FOB Origin basis.

3703).

5. After award, all items not on the awarded PEL or orders above the micro-purchase threshold will be competed among awardees and awarded via Delivery Orders (DOs);
