About this opportunity

The Defense Logistics Agency (DLA) Troop Support is procuring worldwide Maintenance, Repair, and Operations (MRO) supplies and tailored logistics support services through an unrestricted multiple award indefinite delivery/indefinite quantity (IDIQ) contract. The procurement encompasses a comprehensive range of commercial MRO products including HVAC supplies, plumbing fixtures, electrical products, tools, chemical and lubricating products, construction materials, pre-fabricated structures, security items, communications devices, appliances, janitorial products, and associated incidental services for delivery to Department of War activities, military installations, federal agencies, and authorized customers at worldwide locations. Offerors must demonstrate specific performance capabilities including 90% on-time delivery, 95% fill rate, 98% quality rate, and 90% quote responsiveness, and must maintain JCCS registration and eligibility for installation access while complying with domestic sourcing restrictions including the Trade Agreements Act and Berry Amendment. Evaluation will employ a best value tradeoff methodology with non-price factors—specifically Technical Merit and Past Performance—weighted significantly more heavily than price, with Technical Merit comprising four equally weighted subfactors covering Product Support, Purchasing System, Distribution/Delivery, and Performance Metrics. Proposals are due June 8, 2026, at 3:00 PM EST, submitted electronically through DIBBS or email, with proposals comprising three volumes: a non-price proposal (maximum 60 pages), a price proposal in Excel format, and supporting documentation including signed SF 1449 forms and compliance statements.

The solicitation contains no set-aside designations, though up to two of the anticipated seven awards will be reserved for small businesses. The estimated base period value is $1,042,800,000 with a total ten-year estimated value of $5,214,000,000 and a maximum obligated ceiling of $10,428,000,000. The resultant contracts will include a two-year base period with provision for up to four optional two-year extensions, potentially extending the contract term to ten years, with an optional 60-day ramp-up or implementation period permitted following award. Vendors must provide firm-fixed ceiling prices for a minimum of 90 items from the 100-item Price Evaluation List on an F.O.B. destination basis, plus pricing for one incidental service scenario involving window replacement labor at an overseas military location. The place of performance is Philadelphia, PA, USA, though customer direct deliveries will be made to authorized locations worldwide with required delivery timeframes of 30 days for routine orders, 72 hours for urgent orders, and 24 hours for emergency orders.
