About this opportunity
The Defense Logistics Agency (DLA) Troop Support's Europe and Africa division is conducting a Request for Information (RFI) for a Maintenance, Repair, and Operation (MRO) Prime Vendor Program across three geographic zones. The solicitation seeks comprehensive MRO support for military facilities, including a wide range of commercial items such as HVAC supplies, plumbing fixtures, electrical products, construction materials, prefabricated structures, utility vehicles, perimeter security items, and communication devices. The RFI covers three distinct zones: Zone 1 (Europe - North of Alps), Zone 2 (Europe - South of Alps/African Mediterranean), and Zone 3 (Africa), with the goal of establishing three separate firm-fixed-price Indefinite Delivery/Indefinite Quantity (IDIQ) contracts. Vendors are requested to provide detailed company information and respond to specific questions about their capabilities, zone interests, and current business presence in the region. The response deadline is January 24, 2025 at 3:00 PM EST, with submissions to be sent to Devin Gorohoff and Capt Haley Spletzer.
The solicitation is not set aside for any specific business category and is open to all qualified vendors. While no specific award value is mentioned, the contract is anticipated to have a 5-year performance period with no additional option periods. The government will evaluate responses based on vendors' capabilities to provide incidental services, geographic coverage, and ability to meet complex logistical support requirements for military operations. Proposed quote timeframes vary by line item complexity: 7 days for 1-49 line items, 14 days for 50-99 items, and 21 days for 100+ items. Importantly, the RFI is explicitly for market research purposes and does not constitute a commitment or guarantee of future business, and no compensation will be provided for response preparation. The procurement falls under the NAICS category 339999 (All Other Miscellaneous Manufacturing), which suggests a broad manufacturing and supply-chain focused solicitation.

This is a request for information (RFI). Defense Logistics Agency (DLA) Troop Support's Europe and Africa, Maintenance, Repair, and Operation (MRO) Prime Vendor Program is interested in your comments related to Tailored Logistics Support (TLS) for MRO requirements in the Europe and Africa Areas of Responsibility (AORs). MRO products include all commercial items associated with the maintenance, repair, and operation of a facility. The scope includes but is not limited to: Heating, Ventilation, and Air Conditioning (HVAC) supplies; plumbing supplies (e.g. bath and shower fixtures, and ablution units); electrical products (e.g. generators, wire, connectors, sockets, outlets, lights, etc.); tools; chemical, lubricating, and rubber products; construction supplies (e.g. cement, lumber, plywood, bricks, blocks, steel, aluminum, and other metal products); conduits; prefabricated structures (e.g. re-locatable buildings, and prefabricated buildings complete with furnishings, appliances, etc.); appliances; utility vehicles; perimeter security items such as: barriers, barbed wire, concertina wire, and sand bags (also used for erosion prevention); communication devices (e.g. walkie-talkies and two-way radios used by the maintenance personnel); and various other commercial supplies required by the war-fighters to accomplish their mission. MRO support also includes related incidental services. Incidental services are standard commercial services performed in connection with supplying items under the scope of the contract (an example of an incidental service may be requiring installation of an HVAC system purchased under the contract).
