About this file

This is a Request for Information (RFI) from DLA Troop Support's Europe and Africa division seeking industry feedback on Maintenance, Repair, and Operation (MRO) Prime Vendor Program requirements across three zones: Zone 1 (Europe - North of Alps), Zone 2 (Europe - South of Alps/African Mediterranean), and Zone 3 (Africa). The scope includes HVAC supplies, plumbing fixtures, electrical products, tools, construction supplies, prefabricated structures, appliances, utility vehicles, perimeter security items, communication devices, and related incidental services. The anticipated contract structure will be three separate firm-fixed-price IDIQ contracts with 5-year performance periods and no options.

The RFI asks vendors to provide company information and respond to questions about their capabilities, interest in specific zones, current business presence in Europe/Africa, and feedback on proposed quote timeframes (7 days for 1-49 line items, 14 days for 50-99 items, 21 days for 100+ items). Responses are due by January 24, 2025 at 3:00 PM EST to Devin Gorohoff and Capt Haley Spletzer. The RFI explicitly states this is for market research only and does not constitute a commitment or guarantee of future business. No compensation will be provided for responses.

Dear Valued Suppliers:

This is a request for information (RFI). Defense Logistics Agency (DLA) Troop Support's Europe and Africa, Maintenance, Repair, and Operation (MRO) Prime Vendor Program is interested in your comments related to Tailored Logistics Support (TLS) for MRO requirements in the Europe and Africa Areas of Responsibility (AORs). MRO products include all commercial items associated with the maintenance, repair, and operation of a facility. The scope includes but is not limited to: Heating, Ventilation, and Air Conditioning (HVAC) supplies; plumbing supplies (e.g. bath and shower fixtures, and ablution units); electrical products (e.g. generators, wire, connectors, sockets, outlets, lights, etc.); tools;

chemical, lubricating, and rubber products; construction supplies (e.g. cement, lumber, plywood, bricks, blocks, steel, aluminum, and other metal products); conduits; prefabricated structures (e.g. re-locatable buildings, and prefabricated buildings complete with furnishings, appliances, etc.); appliances; utility vehicles; perimeter security items such as: barriers, barbed wire, concertina wire, and sand bags (also used for erosion prevention); communication devices (e.g. walkie-talkies and two-way radios used by the maintenance personnel); and various other commercial supplies required by the war-fighters to accomplish their mission. MRO support also includes related incidental services. Incidental services are standard commercial services performed in connection with supplying items under the scope of the contract (an example of an incidental service may be requiring installation of an HVAC system purchased under the contract).

DLA Troop Support Europe and Africa is requesting information for follow-on contracts with the Europe and Africa Regions in three (3) Zones: Zone 1 – Europe - North of the Alps, Zone 2 – Europe - South of the Alps/African Mediterranean Countries, and Zone 3 - Africa. The resultant three (3) firm-fixed-price indefinite delivery indefinite quantity (IDIQ) contracts will have a five (5) year period of performance and no option periods.
