About this opportunity
The Defense Logistics Agency (DLA) Energy issued a Limited/Sole Source Justification Notice for the acquisition of 2,100,000 U.S. gallons of Turbine Fuel, Aviation (JAA) from Petromax Refining LLC. The procurement, valued at approximately $4,444,895.70, was authorized under Federal Acquisition Regulation 6.302-2 due to unusual and compelling urgency, covering a portion of the Inland/East/Gulf Coast Bulk Petroleum Products solicitation. DLA Energy determined Petromax was the only vendor capable of delivering the required fuel quantity within the specified timeline, citing critical supply chain constraints and operational requirements. The one-time buy contract (SPE60225P0452) has a performance period from May 6, 2025, to June 6, 2025, with the agency concluding that full and open competition was not appropriate given the urgent procurement needs. The fuel was priced at approximately $2.60 per U.S. gallon and will be funded through Defense Working Capital Funds.
