Key requirements include instructors with at least five years of specialized Confined Space Entry Training experience, the ability to deliver both in-person and virtual training, and comprehensive curriculum coverage including permit-required confined space entry, health and safety hazards, maritime vessel training, personal protective equipment, atmospheric hazard identification, and ventilation techniques. The government will use a Lowest Price Technically Acceptable (LPTA) source selection process, evaluating proposals based on technical capability, technical qualifications of proposed staffing, past performance, and price. Proposals are due by November 20, 2025, at 3:00 PM Eastern Standard Time.
This solicitation is set aside 100% for small businesses, specifically targeting Economically Disadvantaged Women-Owned Small Business (EDWOSB) concerns under NAICS code 611430 with a size standard of $15 million. Training locations include multiple international sites: Germany, Korea, Japan, Bahrain, Alaska, Houston, Long Beach, and Fort Belvoir, Virginia, with all training to be held at government-provided classroom facilities. The Defense Logistics Agency (DLA) Energy is contracting for Confined Space Entry Training. The purpose of this requirement is to obtain Confined Space Training by a qualified instructor in accordance with the DLA Energy Confined Space Entry Program, 29 CFR 1910.146 Permit Required Confined Spaces, 1910 Subpart Z - Toxic and Hazardous Substances, and all other applicable requirements. Confined space training outlines the skills and protocols for safe entry to confined spaces. Hazards in a confined space often include harmful dust or gases, asphyxiation, submersion in liquids or free-flowing granular solids (for example, grain bins), electrocution, or entrapment.

The Occupational Safety and Health Administration (OSHA) Confined Space Entry Standards for General Industry (CFR 29 1910.146) require agencies to provide confined space training if their employees will enter permit-required confined spaces.
