Performance Work Statement (PWS)

Confined Space Entry Training

PWS SECTION C-1: GENERAL INFORMATION

C1.1. BACKGROUND

C1.1.1. The purpose of this requirement is to obtain Confined Space Training by a qualified instructor in accordance with the DLA Energy Confined Space Entry Program, 29 CFR 1910.146 Permit Required Confined Spaces, 1910 Subpart Z - Toxic and Hazardous Substances, and all other applicable requirements. Confined space training outlines the skills and protocols for safe entry to confined spaces.

Hazards in a confined space often include harmful dust or gases, asphyxiation, submersion in liquids or free-flowing granular solids (for example, grain bins), electrocution, or entrapment.

C1.1.2. Confined space work can compound the risks of exposure to atmospheric or other serious hazards. Further, the elements of confinement, limited access, and restricted air flow, can result in hazardous conditions which would not arise in an open workplace. For example, vapors which might otherwise be released into the open air can generate a highly toxic or otherwise harmful atmosphere within a confined space.

C1.1.3. Personnel from Defense Logistics Agency (DLA) Energy are often required to enter and work in confined spaces in the performance of their duties. They are routinely required to enter petroleum storage tanks on maritime tankers and various spaces located at petroleum shore facilities such as pump rooms, tanks, geodesic domes, tank berms (dikes) etc. This training will provide the requisite knowledge and skills necessary for performing duties in a safe environment.

C1.1.4. The Occupational Safety and Health Administration (OSHA) Confined Space Entry Standards for General Industry (CFR 29 1910.146) require agencies to provide confined space training if their employees will enter permit-required confined spaces.
