Interested parties must submit written capability statements by November 24, 2025, at 5:00 PM Eastern Standard Time to arness.harris@usdoj.gov as a Microsoft Word or PDF attachment; this pre-solicitation notice is not a formal solicitation but rather an opportunity for responsible sources to express capability and demonstrate how competition would benefit the Government.

The contract will operate on a time-and-materials basis with a 12-month base period followed by a 12-month option period, providing flexibility for the Government to extend services as needed. Transportation services are expected to occur during regular court hours with availability required on short notice, and the contractor must maintain monthly reporting and invoicing procedures while adhering to detailed quality control measures established by the USMS. The NAICS code is 561612 (Security Guards and Patrol Services), and the Product Service Code is V127 (Transportation/Travel/Relocation—Security Vehicle). All costs associated with preparing and submitting capability statements are the sole responsibility of the respondent and will not be reimbursed by the Government.
