About this opportunity
Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY&IMF), under the Department of the Navy Naval Sea Systems Command, is soliciting quotes for the removal, dismantling, and palletization of four Shepard Niles 5-ton wall cranes and three jib cranes located in Building 155. The contractor must provide comprehensive project management including detailed removal plans, lifting configurations, center of gravity calculations, and proper handling of hazardous materials such as lead paint and asbestos. Key qualifications include obtaining CMMC Level 1 (Self-Assessment) cybersecurity certification prior to offer submission, submitting a technical proposal not exceeding 10 pages, and providing an itemized price breakdown demonstrating understanding of the Performance Work Statement requirements. Evaluation will be based on two factors: technical acceptability (whether the quote meets solicitation requirements and demonstrates thorough knowledge) and price (with the lowest-priced technically acceptable offer expected to receive award). The quote submission deadline is January 30, 2026, at 12:00 PM Hawaii Standard Time, with a mandatory site visit scheduled for January 8, 2026, at 9:00 AM at Joint Base Pearl Harbor Hickam; interested parties must register for the site visit by January 5, 2026, at 9:00 AM.
This procurement is set aside as a Total Small Business opportunity, with a Women-Owned Small Business (WOSB) designation. The contract is valued at $22,000,000 with a firm fixed-price arrangement. The period of performance extends from February 9, 2026, to August 7, 2026, providing approximately six months for completion of all removal and dismantling activities. The cranes, manufactured in 1941 and now 84 years old, are estimated to weigh approximately 25,000 pounds each (excluding trolleys), requiring specialized lifting equipment and qualified personnel. All work must be performed on-site at Pearl Harbor Naval Shipyard located in Pearl Harbor, Hawaii, within the Controlled Industrial Area (CIA), necessitating contractor compliance with stringent security, environmental, safety, and OPSEC requirements detailed in multiple appendices and the Code 410 Contractor Crane Requirement specification.
