About this file

This document is a Responses to Questions (Q&A) for Solicitation N32253-26-Q-0019 for Wall and Jib Cranes Dismantle at Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY & IMF). The solicitation involves dismantling six wall and jib cranes in Building 155, with critical considerations including no available technical drawings, potential lead and asbestos abatement, and specific site logistics. Key details include the government will move wall cranes to an agreed removal area prior to work start, provide Lock Out/Tag Out (LOTO) services, and slacken/retighten horizontal lifelines as needed.

The Q&A document covers numerous operational details, such as building height (70 feet), crane positioning and staging locations, hot work permitting requirements, and hazardous waste disposal protocols. Contractors are responsible for lead and asbestos sampling, providing their own waste collection containers, and disposing of materials at building 1663. Work can be conducted during multiple shifts, though support services are primarily available during normal working hours (0630-1500). The cranes, over 50 years old, are considered a critical lift due to increased operational risks, and are intended to be packaged for disposal rather than salvage.

Solicitation – N32253-26-Q-0019

Wall and Jib Cranes Dismantle

RESPONSES TO QUESTIONS (1/08/2026)

1. Question: Is there overhead clearance or obstruction information available for Building 155?

Answer: Building height is 70ft tall

2. Question: Is there designated space available for crane positioning and staging?

Answer: Wall cranes can all be moved to the back of Bay 2 in B155 for removal.

Staging after cranes have been removed/dismantled will be directly outside of B155 next to the smoke shack.

3. Question: Can the cranes be dismantled in sections?

Answer: Unsure, PHNSY does not have any technical drawings for these cranes. A previous contractor removed the wall cranes in Bay 3 in one piece.

4. Question: Are there overhead lifting points available to use a chain fall/chain hoist?

Answer: No

5. Question: Are contractors allowed to cut the cranes or perform hot work, and if so, what permitting requirements apply?

Answer: Yes, a hotwork permit from Fed Fire is required prior to contractors performing hot work. A hotwork permit can be obtained through coordination with PHNSY POC: Cailee Awa (cell: 808-861-6081, email:

cailee.s.awa.civ@us.navy.mil)

NOTE: Hotwork permits are only good for one month and will need to be renewed each month as needed.

6. Question: Can the cranes be unbolted in pieces and lowered down?

Answer: Unsure, PHNSY does not have any technical drawings for these cranes. A previous contractor removed the wall cranes in Bay 3 in one piece.

7. Question: Why is a critical lift required for this work?

Answer: PHNSY considers this a critical lift because it is a non-routine crane operation with increased risk due to the cranes being over 50 years old with no technical drawings.

8. Question: Can the government assist in moving each wall mounted crane to the back of the shop in a KTR requested sequence, per our approved Technical Approach?

Answer: Yes

9. Question: Can gov. provide a location (preferably the back of the building shop) for necessary hazardous material abatement (i.e. lead and/or asbestos)?

Answer: Yes, however contractor is responsible for hazardous material controls.

10. Question: For the jib cranes can any welded plates or attachment on the column be left in place?

11. Question: Will the government provide LOTO for each crane and de-energize each in sequence to removal?

12. Question: Please confirm the Government will not allow use of the existing gantry crane for any removal work.

Answer: Use of government cranes is prohibited.

13. Question: Please confirm the Government will be responsible for moving the existing wall cranes to the agreed removal area.

Answer: PHNSY will move the existing wall cranes to an agreed removal area prior to start of work.

14. Question: Please confirm the Government does not intend to salvage any of the cranes for reuse and they can be processed and packed for scrap only.

Answer: Cranes shall be packaged for disposal.

15. Question: Is second or third shift work allowed or required? If so, will code 740 and AP be available to provide the crane entry inspection/permit after hours?

Answer: C740 and AP will only be available during normal working hours 0630- 1500. Possible to conduct work during second/third shift as needed pending shop support.

16. Question: Will space within or just outside of Building 155 be provided for a hazardous waste accumulation area for the lead paint abatement work?

Answer: Yes, however contractor has to provide their own bags/barrels to turn in to building 1663. Contractor has to notify PHNSY prior to start of work so a HWSAA brief and site can be established.

17. Question: Please confirm that lead and/or asbestos abated material will be disposed of at 1663 by the contractor.

18. Question: Will enough space be provided so that all cranes can be removed and stored at one time, or will the contractor be required to phase the project?

Answer: Laydown space outside of B155 can hold two wall cranes at a time. Once at capacity PHNSY transportation will move the cranes to a different location so contractors can utilize the space for the succeeding crane removals.

19. Question: PWS paragraph 3.1 indicates horizontal lifelines may need to be slackened and Contractor to notify Code 900F.33. Please confirm if Code 900F.33 will slacken and retighten the horizontal lifeline.

Answer: Government will slacken and retighten the horizontal lifelines if needed.

20. Question: Please confirm that KTR is responsible for sampling for lead and asbestos before work begins and again for hazardous waste disposal.

Answer: Confirmed.

21. Seems that pictures of these cranes have disappeared, can you provide pictures of all 6 cranes?
