About this opportunity

The Department of Labor's Office of Workers' Compensation Programs (OWCP), Division of Federal Employees Compensation (DFEC), is seeking to procure Directed Medical Services through this combined synopsis/solicitation issued under FAR Parts 12 and 15. The contractor will provide comprehensive medical services including second opinion examinations, independent medical examinations, case file reviews, and impairment ratings to establish work-related medical diagnoses, assess disability, and determine the degree of permanent impairment for federal employee workers' compensation claims. Physicians must be board-certified, actively practicing, and qualified to perform impairment ratings using AMA Guides, with strict performance requirements including specific report submission timelines and quality control standards. The evaluation will assess contractors across seven key areas: quality of services, cost control, schedule/timeliness, management/business relations, small business subcontracting, regulatory compliance, and overall performance. Proposals are due by October 10, 2025, with this amended solicitation (1605C3-25-R-00007) replacing the previously issued RFP 1605C3-25-R-00004.

Despite the opportunity description stating "No Set-Aside Used," the detailed solicitation documents indicate this procurement is specifically designated as a Women-Owned Small Business (WOSB) set-aside. The contract will span five years with a base period of 12 months beginning March 28, 2026, followed by four 12-month option periods extending through March 27, 2030, with a potential 6-month extension. The estimated annual volume includes approximately 19,000 second opinion examinations, 600 Independent Medical Examinations, 3,665 schedule awards/impairment ratings, and 1,700 supplemental reports across multiple medical specialties. Services will be performed nationwide covering all U.S. states, territories, possessions, and trust territories. The procurement includes detailed pricing schedules for various service categories, with specific rates for supplemental reports ($1,700), surgical file reviews ($330), impairment ratings ($200), and provisions for ancillary services such as claimant no-shows and interpreter services.
