About this file
This document is a Small Business Subcontracting Plan Template for a Department of Labor contract (RFP/Contract No: 1605C3-25-R-00007) for Directed Medical Services for the Division of Federal Employees Compensation. The subcontracting plan outlines specific small business participation goals across multiple categories for each contract period, with consistent targets across base and option periods: 60% to small businesses, 11% to small disadvantaged businesses, 7% to women-owned businesses, 3% to HUBZone businesses, and 5% each to veteran-owned and service-disabled veteran-owned small businesses.
The associated federal contract opportunity involves procuring medical services for workers' compensation program claimants across the United States and its territories. The contractor will be responsible for providing personnel, equipment, and services to manage directed medical services, with the primary objectives of establishing work-related medical diagnoses, assessing disability, and determining the degree of permanent impairment. The solicitation is being issued by the Department of Labor's Office of Workers' Compensation Programs (OWCP) under the Division of Federal Employees Compensation (DFEC) program, using FAR Part 12 and Part 15 procedures for commercial services acquisition.
