About this opportunity

The U.S. Department of Energy, on behalf of the Office of the Chief Human Capital Officer, is conducting market research through a research-only RFI for professional medical review and advisory services supporting DOE's Reasonable Accommodation Program and other workforce medical review needs, with responses due 4:00 p.m. Eastern Time, November 13, 2026. No set-aside is used. Medical professionals serve in an advisory capacity, with DOE retaining final decision-making authority. Services cover reviewing medical documentation submitted with RA requests, evaluating medical limitations, providing written accommodation recommendations, reviewing previously approved RA cases, communicating with employees' medical providers when authorized, and providing medical consultation to DOE personnel. Place of performance spans a large, geographically dispersed workforce across DOE Headquarters, program offices, and field offices, and potentially Power Marketing Administrations. The initial requirement covers up to 600 previously approved RA cases, with ongoing reviews estimated at approximately 150 cases annually over a two- to four-year period of performance. DOE may expand scope to FMLA requests, positive drug test results, and workers' compensation claims. Responses must address physician qualifications and specialties, federal experience particularly in reasonable accommodations, capacity and turnaround times for the stated workload, experience with geographically dispersed organizations, and protection of sensitive medical information. Respondents must also provide nonbinding rough order of magnitude pricing for initial and ongoing review scenarios, with pricing models and assumptions, plus business size, socioeconomic status, NAICS codes, UEI, CAGE code, and existing federal contract vehicles. Submissions are limited to two pages in PDF or Word with the subject line "Professional Medical Review Services - RFI," sent to Contracting Officer Heather Leonard at heather.leonard@hq.doe.gov. DOE welcomes feedback on aspects that may restrict competition. The government will not reimburse preparation costs, and not responding does not preclude participation in a future solicitation.
