About this opportunity
Defense Logistics Agency Energy seeks direct supply of natural gas to various Department of Defense and federal civilian installations throughout the US Northeast Region (Massachusetts, New York, New Jersey, Pennsylvania, Delaware, Maryland, Virginia, and District of Columbia) with proposals due August 28, 2026. The procurement is unrestricted but set aside for women-owned small businesses eligible under the WOSB program.
Place of performance spans the eight-state Northeast Region across 39 separate line items representing individual installations, aggregated groups, and tied groups. The 24-month delivery period begins April 1, 2027, with a 6-month option period exercisable at government discretion. The estimated total quantity is 59,292,083 Dekatherms. Award will be made on a Lowest Price Technically Acceptable basis for each line item or tied group of line items.
Offerors must demonstrate a minimum of 12 months of experience within the past two years providing firm and/or interruptible natural gas supply and transportation to retail customers either behind a local distribution company within the applicable state or directly off a pipeline. Offerors must provide evidence of authorization to conduct business on proposed LDCs or pipelines and submit minimum three past performance references from the past three years. Large business offerors must submit small business subcontracting plans. Pricing employs a fixed price with economic price adjustment structure utilizing Supply Index Price plus separate summer and winter adjustment factors. Offerors must submit summer and winter adjustment factors for estimated volumes spanning 2027–2029 across all line items organized by installation, LDC/pipeline provider, delivery point, and rate class. Amendment 0003, effective October 14, 2026, removed all Cybersecurity Maturity Model Certification requirements and added prohibitions on Russian fossil fuel business operations under DFARS 252.225-7966 and DFARS 252.225-7967 (October 2026). Questions closed July 27, 2026. The NAICS code is 221210, Natural Gas Distribution; PSC is 6830.
