About this file
This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by DLA Energy, Installation Energy, located at Fort Belvoir, Virginia. The amendment number is 0003 and references Solicitation SPE604-26-R-0403, dated July 15, 2026.
The amendment incorporates four substantive revisions to the original solicitation. First, it removes all Cybersecurity Maturity Model Certification (CMMC) requirements, including DFARS 252.204-7021 and DFARS 252.204-7025, as well as DLAD Procurement Note L39 from Section I and Section L. Second, it corrects the title of FAR provision 52.209-5 in Section K to read "Certification Regarding Responsibility Matters (AUG 2020)." Third, it adds new Russian fossil fuel business operations prohibitions through DFARS 252.225-7966 (representation clause) and DFARS 252.225-7967 (contract clause), both dated October 2026 under Deviation 2024-O0006, Revision 2. These clauses prohibit contractors and subcontractors from engaging in fossil fuel business operations with entities majority-owned by the Russian Federation government or Russian fossil fuel companies, with limited exceptions for legacy contracts predating December 22, 2023, price-capped shipments, and Ukraine-related activities. All remaining terms and conditions of the original solicitation remain in full force and effect.
