About this opportunity

The Library of Congress Federal Library and Information Network (FEDLINK) issued a Request for Quotations (RFQ) on behalf of the Naval Surface Warfare Center, Dahlgren Division (NSWCDD) for commercial digitization services of an oversized microfiche collection containing technical reports and agency publications. The project requires digitizing approximately 900 COM microfiche, 14,620 16mm oversized jacket microfiche, and 100 35mm oversized jacket microfiche to FADGI 3-star performance level, creating TIFF master images and searchable PDF/A derivatives with associated metadata. Contractors must possess Confidential security clearance to handle classified materials (48% of the collection is confidential, 52% unclassified), maintain secure facilities, and provide a Project Manager with at least three years of digitization experience along with imaging operators with minimum one year of experience. The evaluation methodology employs a best value trade-off approach where technical factors and past performance are significantly more important than price, with the government intending to award a single firm-fixed-price contract based on initial quotes. However, Amendment 0003 dated August 26, 2025, completely canceled this solicitation, with quotations originally due August 15, 2025.

This procurement utilized no set-aside designation and was conducted under full and open competition using FAR Subpart 13.5 procedures. No incumbent contractors or potential award values were specifically identified in the solicitation documents, though the pricing proposal attachment included base and optional contract line items covering substantial quantities extending up to 759,800 images of 16mm microfiche digitization services. The digitization work involves converting historical naval technical documents primarily dating from the 1940s through 1980s, including materials from the Naval Ordnance Laboratory and Naval Proving Ground covering topics such as naval ordnance, projectile testing, underwater technologies, and weapon systems research. The base contract period was contemplated for one year with optional line items available for extended services. Performance location was specified as the United States, with the digital preservation effort aimed at maintaining last-known copies and facsimiles of brittle microfiche materials critical to supporting the Naval Sea Systems Command's mission of developing warfare systems for current and future fleet operations.
