About this file

This document is a Questions and Answers (Q&A) file for solicitation LCFDL25R0023, a digitization project for the Naval Surface Warfare Center, Dahlgren Division (NSWCDD). The project involves digitizing a microfiche collection containing technical reports and documents, with a composition of 52% unclassified and 48% confidential materials. Key technical specifications include scanning at 3000 ppi resolution, creating searchable PDF/A files, generating OCR text files, and handling both grayscale and rare color images. The contractor must have security clearance to handle confidential materials and will process materials in a prioritized sequence of poor condition, confidential, and unclassified fiche.

The Q&A addresses critical operational details, including image processing requirements, file naming conventions, and quality control standards. Notable clarifications include a 20% error rejection threshold for delivered batches, relaxed personnel experience requirements (reduced to 1 year of digitization experience), and specific file delivery specifications. The project will be executed on behalf of the Library of Congress (FEDLINK) for NSWCDD, with the primary goal of preserving last-known copies and facsimiles of oversized microfiche. Contractors must be prepared to handle sensitive materials and meet strict digitization and metadata standards throughout the project.

SECTION NO.C.4.1
SECTION NAMEMaterials to be Digitized
SECTION TEXTEstimated percentages:
o Unclassified – 52%
o Confidential – 48%
QUESTION 1Would the Government accept the Confidential material on a Secret hard drive?
ANSWERYes
DOCUMENTLCFDL25R0023
SECTION NO.C.4.2.2.
SECTION NAMEImage Processing
SECTION TEXTInsert PDF declassification page at the beginning of microfiche where the documents are unclassified. In these instances, the envelope is marked with the declassification, but the microfiche has the original, unredacted classification listed.
QUESTION 2Can the Government please clarify whether the declassification page is to be applied to the 52% unclassified material, or the confidential 48% material? The text says it is to be applied to the unclassified documents, but also says the microfiche has the original, unredacted classification – which seems to be in conflict.
ANSWER1-5% of the unclassified collection would need a declassification page inserted. The documents were originally microfiched when they were confidential but later deemed to be unclassified, so a sticker on the fiche envelope indicates the declassification. Without a manually-inserted declassification page, the electronic copy would appear to be a classified document.

SECTION NO.B.2.1.
SECTION NAMEPrice Schedule
SECTION TEXTTable with Optional CLINs
QUESTION 3What is the basis for exercising the optional CLINs - (a) incremental funding applied as identified and approved, (b) higher than the anticipated 50 average images per sheet as performance progresses, (c) additional material identified, or (d) some other basis?
ANSWERThe basis for exercising optional CLINs will most likely be either (a), (b), and/or ( c).

SECTION NO.E.2.2.1
SECTION NAMECustomer Inspection Reporting.
SECTION TEXT…The Customer is obligated to fully document only the number of errors up to the rejection threshold for the sample.
QUESTION 4Can the Government define the rejection threshold percentage or error tolerance rate for each CLIN?
ANSWERSee solicitation amendment 0001 for update to section E.2.2.1. Customer Inspection Reporting. This section has been edited to clarify that if delivered work (aka a batch of work delivered weekly/biweekly/monthly) is inspected and found to have multiple errors, the threshold is 20%. For example, if a batch of 100 images is delivered and the customer identifies 20 images with errors, the customer will stop inspection and reject the batch in full once the 20th error is identified. A rejection report will be sent "that communicates typical error types encountered".

SECTION NO.C.4.2.1
SECTION NAMEImaging Instructions
SECTION TEXTResolution: Capture images at 4000 ppi
QUESTION 5Few commercially available microform scanners support true 4000 ppi capture, especially at scale. To improve cost-effectiveness and schedule efficiency, would the Government consider allowing a lower resolution (e.g., 2000–3000 ppi) for bulk digitization of microfiche in stable, non-brittle condition, provided all other quality and legibility standards are met?
If the 4000 ppi requirement remains firm, we respectfully note that this may result in final pricing that is significantly higher than what the Government received during market research, due to the specialized equipment required and the significant increase in electronic storage capacity needed.
ANSWERThe lower resolution of 3000 ppi would be acceptable.

SECTION NO.C.4 (C.4.1 - C.4.2.1)
SECTION NAMEMaterials to be Digitized & Imaging Instructions
SECTION TEXT“Naval Surface Warfare Center technical reports and documents, including classified and unclassified materials with Confidential clearance levels. Microfiches are in grayscale with less than 1% containing color images.” & “(b) Bit depth: 24-bit for images/graphs”
QUESTION 6Are the color images identified visually in some way externally? Or are they comingled with the grayscale images, thus necessitating per image evaluation to ensure appropriate color profiles are applied prior to the scanning process?
ANSWERSection C.4.1. states "Microfiches are in grayscale with less than 1% containing color images." Anything that might be color is comingled with the grayscale. The microfiche collection contains very few images in color and we do not expect a per image evaluation to be conducted beforehand. However, as a technician is scanning and they identify an image with color then appropriate color profiles would be applied.

SECTION NO.C.3.1.1. (b)
SECTION NAMEContractor Personnel Qualifications
SECTION TEXTImaging Operators: A minimum of two (2) years of experience with handling and imaging microforms.
QUESTION 7Subsection (b) requires Imaging Operators to have two years of experience handling and imaging microforms. This requirement may significantly limit competition and increase costs.
Given that the Project Manager must have three years of relevant experience and will oversee all technical operations, would the government consider removing or relaxing the microform-specific experience requirement for Imaging Operators in favor of general digitization experience?
ANSWERSee solicitation amendment 0001 for edits to C.3.1.1. Contracor Personnel Qualifications. The requirements have been relaxed to 1 year and experience with digitization (in general).

SECTION NO.C.4.4
SECTION NAMEFile Naming
SECTION TEXT“... For each item, the Contractor shall create a separate PDF, TIFF, and .txt folder....”
QUESTION 8Can the government clarify what the intended contents and purpose of the .txt file associated with each image contains? Is this metadata that would otherwise be captured in the index spreadsheet or embedded in the file? Is this the text contents of the image pulled from Optical Content Recognition (OCR)?
ANSWERThe .txt file must contain the contents of the OCR
DOCUMENTLCFDL25R0023
SECTION NO.E.2.2.2
SECTION NAMEElements for Inspection - Metadata
SECTION TEXT“Required metadata, including full text, meet contract requirements.”
QUESTION 9Can the government clarify what is meant by full text in this section? Is there a requirement to provide a separate field containing full text of the image in addition to the images being searchable PDF/A? Is this in a separate file (txt) or included in the index spreadsheet?
ANSWERThe full text is the content of the txt file. See solicitation amendment 0001 that revises section E.2.2.2. to remove this from the metadata section.

SECTION NO.C.4.2.4
SECTION NAMEMaster and Derivate File Formats
SECTION TEXT“The Contractor shall deliver derivative files for each image as searchable PDF/A, one file per volume.”
QUESTION 10Can the government clarify what is meant by one file per volume? Is this one PDF/A per microfiche sheet (thus encompassing many images in one file)? Or one PDF/A per image, mapping directly with the single image TIFF Master files?
ANSWERThe Contractor shall digitize microfiche as a searchable PDF/A for each image. The images will be delivered as a derivative file of “one file per volume.” The one file will contain multiple images that encompass a single ‘work’. For example, if a physical book of 75 pages was converted in microfiche, each of the 75 pages will be digitized and converted into a searchable PDF/A. Then, the PDF file will be delivered with all 75 images as a single file mirroring the original physical book. Ultimately each fiche comes back with three pieces- 1) single pdf 2) a txt file that's the OCR of the content 3) and a folder w/ the TIF files of each individual page.
QUESTION 11Our company is not currently certified to handle confidential materials, but we do meet the requirements. Is it possible to register after award? Theoretically, could we start with the 52% of the material that is unclassified, and then process the 48% that is confidential once the clearance is assigned.
ANSWERThe certification is necessary prior to starting work on the fiche. Our prioritization list is to first do the poor condiition fiche, which comingles unclassified and confidential, then secondly do the confidential, thirdly the unclassified.
QUESTION 12Could the government please clarify whether the answer to question 5 applies to both grayscale and color? In Q&A for question 5, the government indicated lower resolution of 3000 ppi would be acceptable for bulk digitization of microfiche in stable, non-brittle condition, provided all other quality and legibility standards are met. In the amendment to Section C.4.2.1 of the PWS, however, the government only reduced the ppi for grayscale to 3000 ppi for stable, nonbrittle materials, but did not reduce the ppi for color.
ANSWERThe answer applies to both grayscale and color. Section C - Statement of Work has been updated.

QUESTION 13 If a contractor’s facility is more than 120 miles from NSWCDD, would the Government permit shipment of the microfiche materials using a secure, locked shipping container or lockbox via a certified courier service, in lieu of contractor-operated vehicle transport?

If this method is acceptable, could you please clarify what specific security protocols would be required to ensure full compliance with the transport requirements outlined in Sections C.4.10 and C.4.10.1? For example, would there be required specifications for lockbox types, courier security clearances, or chain-of-custody procedures?

ANSWER The customer will not permit the shipment of materials using a secure, locked shipping container or lockbox via a certified courier service.
