This is a Total Small Business Set-Aside under NAICS 541910, with a $22.5 million size standard; all responsible small business concerns may quote.

Place of performance is Washington, DC. The one-year contract requires two primary deliverables: acquisition and delivery of a historical dataset covering digital technology adoption in U.S. field crops (canola, corn, cotton, rice, sorghum, soybeans, wheat, sugar beets, sunflower, and potatoes) for 2019-2021 with approximately 1,500 producers, due within one month of award; and development, pre-testing, and administration of an online/phone survey targeting approximately 1,000 specialty crop producers across 40+ crops including almonds, apples, berries, lettuce, tomatoes, and walnuts, with final dataset due by July 31, 2027. All data collection and storage must occur on FedRAMP-certified infrastructure, preferably Qualtrics XM. The contractor must provide complete anonymized datasets with comprehensive documentation including codebooks, methodological documentation, sampling frames, and weight construction.

Key personnel requirements include designation of a Project Manager, Survey Methodologist, Statistician/Sampling Lead, Data Engineer, and Quality Assurance Specialist with demonstrated experience in stratified survey design, CAWI/CATI administration, agricultural producer surveys, and FedRAMP-certified environments. Quoters must provide five relevant contract references completed within five years and past performance information for all teaming partners and critical subcontractors performing 20% or more of work. Service Contract Labor Standards and wage determinations apply. Award is anticipated as a firm-fixed price contract to one quoter representing best value, evaluated on technical approach, relevant experience, past performance, key personnel qualifications, and price. Quoters must hold pricing firm for 90 calendar days from receipt. Submit quotes via email to amber.sampson@usda.gov.
